ISCP Board Designates IJPE as
Society Journal At
their July 11 meeting, the ISCP Board of Directors voted in favor of
designating the International Journal of Pavement Engineering (IJPE) as the
journal of the ISCP. In debating this
topic, it was the general consensus of the Board that the resources required
to develop and maintain an academically credible, peer-reviewed journal are
beyond those available to the ISCP and that ISCP members (and the concrete
pavement engineering community) would be better served by supporting a
journal that is operated by a recognized leader in the journal publishing
industry. The
IJPE is published by the Taylor and Francis Group (UK) and is dedicated to
the publication of cutting edge research and development in pavement-related
structures and facilities, including advanced analytical and computational
techniques, pavement mechanics, laboratory techniques, non-destructive
testing, innovative design approaches and their implementation, construction,
performance, maintenance and rehabilitation techniques. It is the aim of the IJPE editors and
publishers to provide a journal that is a definitive resource for the
international pavement engineering community.
The
IJPE has shown very strong growth since its inception, both in terms of
subscribers and measurable online usage statistics. For example, the download of papers has
increased fourfold over the past two years, downloads of abstracts have
increased eightfold in the same time period, and subscriptions have increased
steadily. The
IJPE is currently published 4 times per year and is offered in both hard copy
and electronic formats. ISCP members
will be particularly interested in the next issue (publication expected in
October, 2006), which will feature an expanded format and will be dedicated
to concrete pavement-related topics. Details

immediately, the ISCP Editorial Committee (Dr. Neeraj Buch, Chair) will begin
contacting the authors of papers that were previously submitted for inclusion
in the ISCP online electronic journal for permission to forward them to the
IJPE editorial board for review and publication consideration. The ISCP editorial committee will also
continue to solicit new articles from ISCP members to submit to the IJPE for
consideration. ISCP
is also in the process of providing the IJPE editors with the contact
information for ISCP members who are willing to assist the IJPE editorial
board in the review of papers. Please
contact the ISCP Secretary-Treasurer to add your name to the list of
reviewers. IJPE
will provide ISCP with four seats on their editorial board. Dr. Buch is soliciting nominations for
these positions (as described elsewhere in this newsletter). ISCP members approved for IJPE editorial
board positions will be listed (along with their professional and ISCP
affiliations and the names and affiliations of other editorial board members)
on the inside of the cover of future issues of the IJPE. Nominees Sought for IJPE
Editorial Board The
ISCP Board of Directors recently voted to designate the International Journal
of Pavement Engineering (IJPE) as the journal of the ISCP. ISCP and the IJPE editors hope that this
new relationship will result in an increase in the number of concrete
pavement-related articles that appear in the IJPE. To aid in the review of these articles, the
editors and publishers of the IJPE have agreed to fill four positions on the
editorial board with ISCP members (subject to IJPE’s approval of the
qualifications of the nominated ISCP members). If
you are interested in serving on the IJPE editorial board, please send your
resume (electronic copy only) for consideration to Dr. Neeraj Buch,
chairperson of the ISCP editorial committee (buch@egr.msu.edu) by Board Meetings Scheduled for The
ISCP Board of Directors will hold a meeting (open to the general membership)
at 1:00 p.m. (1100 GMT) on Monday, September 18 in the Sheraton Hotel in
Brussels, Belgium just prior to the start of the 10th International Symposium
on Concrete Pavements. Agenda items are
expected to include the announcement of new honorary ISCP members and
presentation/discussion of the ISCP member survey results. Another
open meeting of the Board will be held on Tuesday, October 24 at The
Annual Board and Membership Meeting is tentatively scheduled for Agenda
for each of these meetings will be posted on the ISCP website (www.concretepavements.org) approximately 2 weeks prior to
the meetings. The minutes of previous
meetings are also available on the website. ISCP Member Survey Results Available The
evaluation of the responses to ISCP Member Survey (which was conducted over
the last few months) is still underway, but a summary of selected responses to
some of the more important questions concerning the future of our Society can
be found on the ISCP webpage (www.concretepavements.org). The results and implications of this survey
will be discussed at upcoming Board meetings and a summary of the final
results will be posted on the website when it is available.

Educator Award, Outstanding Government/Public Official Award, Marlin J.
Knutson Award for Technical Achievement, and the Lifetime Pavement

The
stipend award was created by the CPEF Board of Directors in 2005 to directly
support and/or supplement new or ongoing research related to concrete
pavements. The CPEF is interested in rewarding research that helps advance
concrete pavement practice and is open to the areas of concrete pavement
design, materials optimization, innovative paving processes, improved long
term performance, the understanding of concrete pavement behavior and
measurements. Two
award recipients were selected from the seven proposals submitted. They are Michael
L. Wilson, from Michigan State University, whose research focus is on
quantifying the coefficient of thermal expansion of typical hydraulic cement
concrete paving mixtures, and James T. Vetter,
from the University of Arkansas, who is investigating the use of maturity
meters to measure strength gain of concrete containing slag cement & fly

IBRACON Workshop in Best Practices As has been announced in previous ISCP newsletters, the
Brazilian Concrete Institute (IBRACON) and ISCP are co-sponsoring an International
Workshop on Best Practices for Concrete Pavements on One of the objectives of the workshop is to share best
available concrete pavement technologies with the South American
audience. To achieve this goal, the
conference organizers are asking ISCP members to participate in the Workshop
by submitting and presenting practical and theoretical papers dealing with
concrete technology, design, construction, evaluation, maintenance and
rehabilitation of highway and airport concrete pavements, as well as urban
roads and industrial floors. Practical
papers do not need to reflect current research and may be based on the work
completed in recent years.

After graduating from Babson, Leet came back to the
family business, where he became President in 1975. Leet is currently the Chairman of the Board
and President of Denton Enterprises, Inc. in As President of Denton Enterprises, Leet has had direct,
hands-on experience in the construction of many large, high traffic
interstate highway projects in over 20 states representing the broadest
possible range of construction conditions.
These projects have been constructed in hot and cold climates in

and airfields around the country, Leet has contributed his services
extensively to the concrete pavement professional community. He is currently an elected member of the
Board of Directors of the American Concrete Pavement Association (ACPA) and a
is member of the ACPA Executive Committee, a member of the TRB-SHRP Committee
for research on improved concrete pavements, a member of the Association of
General Contractors (AGC) and the Association of Road and Transportation
Builders Association (ARTBA). He was a
member of the TRB FHWA U.S. Tour of European Concrete Highways in 1992, the
Team Leader of the TRB-SHRP Pavement Renewal for Urban Freeways Workshop, and
is Past President of the Michigan Concrete Paving Association and the
American Concrete Pavement Association. As busy as he has been with concrete pavement
construction and service, Leet also found time to raise a family along the
way, fathering 6 children, who have given him 9 grandchildren. In recognition of his accomplishments and contributions
to the concrete paving profession, Mr. Denton was inducted into the
