Wanted: Nominees for ISCP Board!

Do you want to play a more active role in guiding the Society and determining its future direction?  Consider running for election to the Board of Directors!  Elections will be held this fall (by e-mail ballot) for seven of the fourteen Director positions and nominations/volunteers are now being sought.

Board members are typically asked to attend two meetings per year (January in Washington, DC, USA, concurrently with the TRB meeting and a mid-year meeting at another location).  They are also asked to participate in occasional telephone conference calls and e-mail exchanges to take action on various business items that arise between meetings.  Many board members also chair committees and take a more active role in planning and running conferences and workshops.  The term of service is four years, with potential for re-election to another term.

If you would like to nominate someone (including self-nominations) to serve on the Board, please contact Shiraz Tayabji (Past President and Nominating Committee Chair) by July 15 at stayabji@ctlgroup.com.

ISCP Strategic Planning Meeting in South Africa

As previously announced, the next meeting of the Board of Directors of ISCP will take place in South Africa on August 14-15, in Bakubunge Lodge near Pilanesberg.  The main activity for this meeting is the establishment of a strategic plan to ensure that the activities of ISCP are consistent with the mission and goals of the society.   A detailed list of discussion items for the strategic planning meeting will be developed and distributed by email to Board members in July.  Suggestions for strategic planning discussion items are welcome from all ISCP members, and may be sent to Kathleen Hall at kthall64@comcast.net.

Society Sponsors Best Practices Workshop in Xi'an, China

ISCP, Chang'an University in Xi'an, China, and the North America Chinese Overseas Transportation Association (NACOTA) are co-sponsoring a two-day Best Practices in Concrete Pavements workshop at Chang'an University during mid-September, 2007. The workshop will present an overview of the technology with respect to design, concrete materials, construction (slipform paving focus), maintenance/repair/rehabilitation, and international practices for long-life concrete pavement. The content will be practice-oriented and focus on best practices.

Shiraz Tayabji has been tasked by the Executive Committee with planning the activity. The workshop planning and logistics are being facilitated by members Professor Shuanfa Chen (Dean, Faculty of Materials at Chang'an University), Dr. Yingwu Fang (Chair, Pavement Committee, NACOTA) and Dr. Edward Guo.

During early June, the society solicited interest from about 40 society experts to serve as instructors for the workshop. The response was very positive and the following instructors were selected to conduct the workshop based on their expertise in the subject matter: Shiraz Tayabji, Tom Van Dam, Dan Zollinger, and one additional member from Canada (pending approval). The arrangements require the presenters to fly to China (Beijing) at their own cost, with all local travel and lodging costs to be taken care of by the host (Chang'an University).  ISCP is expected to partially subsidize the cost of traveling to China.

Chang'an University is located in Xi'an, China. The university was formed by the merger of the former Xi'an Highway University, Xi'an Engineering Institute and Northwest Institute of Construction Engineering in 2000. Chang'an University has disciplines in engineering, science, as well as economics, management and liberal arts, with engineering as its main focus. It is well known for highway transportation, land resources and environment, and construction engineering. At present, there are more than 38,000 undergraduate and junior college students, and 2,100 doctoral and master postgraduates.

The society is also in talks with Professor Chen and other Chinese organizations regarding the possibility of co-sponsoring an International Conference on Concrete Pavements in China during 2009. Dan and Shiraz will be meeting with officials/interested organizations during the September visit to start firming up the possible details for the conference.

Honorary Member Profile: Dr. Rupert Springenschmid

Dr. Rupert Springenschmid was inducted into honorary membership in ISCP in September, 2001 in recognition of his many accomplishments and contributions to concrete technology (especially in pavements) over the last 50 years.   He has been doing research and consulting in the broad field of concrete technology (including pavements, tunnel foundations, etc.), and his particular interests include site problems (such as cracking, frost and deicing chemical damage, water penetration into concrete surfaces and cement-bound bases, and various thermal problems), as described below.

Rupert Springenschmid was born in 1929 in Salzburg, Austria.  He studied civil engineering at the Technical University of Vienna, graduating in 1955.  He then pursued graduate studies in soil mechanics and soil stabilization at Princeton University (USA) in 1955-1956.

Upon returning to Austria in 1956, he worked for two years in the “research and development division” of a leading Austrian road construction contractor, where his accomplishments included work on the first soil-cement pavement bases built in Austria and the translation (from English to German) of the PCA soil-cement laboratory handbook.  He also completed his doctoral dissertation on soil-cement at the Technical University of Vienna.

From 1958 – 1962, Dr. Springenschmid was a Research Assistant at the German Cement Research Institute in Düsseldorf where he continued his work with soil-cement and began to work with concrete pavements.  He joined the Research Institute of the Austrian Cement Institute in Vienna in 1962 and was named director of the Institute from 1967 until he left in 1973.  In this position, he was largely responsible for introducing modern concrete technology in construction specifications and construction practice in Austria, including the use of air-entrained concrete and short slabs without expansion joints, etc.  He also developed a “cracking frame” test to identify concrete mixtures that might be susceptible to cracking in the absence of expansion joints, and was also involved with research to develop pavements with high resistance to damage caused by studded tires and snow chains.

Although Dr. Springenschmid was closely involved in applied research and development activities, he has also compiled an impressive academic career.  He was a lecturer at the Technical University Leoben, in Austria from 1968 – 1973, and a Professor for construction materials at the esteemed Technical University Munich for 25 years from 1973 to 1998.

Rupert has also rendered a great deal of service to the concrete paving profession over the years, including serving as President of the PIARC International Committee on Concrete Roads from 1970 – 1978, and President of the RILEM Committee on Thermal Cracking of Concrete at Early Ages.  He has received many honors and awards, including an honorary doctoral degree (“doctor honoris causa”) from the Bauhaus University Weimar in Germany and (most recently) his induction as an ISCP honorary member in September, 2001.

Dr. Springenschmid “retired” in 1998, but he still performs consulting work and he recently completed a 600-page book entitled “Concrete Technology in Practice” (published in 2007 by Bauwerk Verlag  in Berlin).  He also makes more time for his family (including his wife and 5 children) and his hobbies, which include skiing, mountaineering and music!

ISCP is proud to have Dr. Rupert Springenschmid as an Honorary Member!
