You may have not realized, but ISCP has been sending you an e-Newsletter like this one every other month for some time now.  We started it in 2004, and even though putting together a bi-monthly newsletter is not a monumental task, it still takes some time and effort.  When we volunteered to take on this task, we did it to establish a regular channel to keep members informed of the Society’s activities and to increase ISCP relevance. Back then, we were graduate students and had a lot more flexible time for this task.  We later invited Amanda Bordelon to join us, and the three of us have been responsible, along with ISCP secretary/treasurer Mark Snyder, to ensure that the members and friends of the Society hear from ISCP at least six times a year.

 

For the vast majority of you that do not know us, Jake Hiller lives in Houghton, Michigan, USA where he is starting as an assistant professor at Michigan Technological University.  Amanda Bordelon is currently a graduate student at the University of Illinois at Urbana-Champaign in Urbana, Illinois, USA.  I now work for the University of California Pavement Research Center in Davis, California, USA.  Most of the newsletter work gets done, as you can probably imagine, via email.  Mark Snyder, who is currently a consultant in Bridgeville, Pennsylvania, USA, provides us with the society business articles, and oversees the functioning of the communication committee.

 

We all love the engineering aspects of concrete pavements, but as engineers, “journalism” does not come naturally for us.  We need your patronage.  We generally do not get a lot of feedback, and sometimes we ask ourselves whether or not you read what we write.  As you can see from this issue of the newsletter, there are a lot of things happening at ISCP.  We invite you to continue reading our newsletter, provide us with comments and articles if you can, and become active in supporting the activities and initiatives of the International Society for Concrete Pavements as we continue to prosper.

ISCP Elections Open on November 5!

 

ISCP members should watch for the delivery of an electronic ballot (by e-mail) for the election of 7 persons to fill expiring Director positions on the ISCP Board for 2008 – 2012.  The Nominating Committee has prepared a slate of candidates that will be listed on the ballot, but write-ins are welcome as well. 

 

In addition to the election of Directors, members will be asked to vote on a proposal from the Board to modify the ISCP Constitution to include a revised mission statement.

 

Completed ballots will be accepted by the Secretary-Treasurer for 30 days after distribution.

 

Annual Board and Membership Meeting Scheduled

 

ISCP’s annual Board and Membership Meeting is tentatively scheduled for Saturday, January 12, 2008 at 17h30 in Washington, D.C. (contingent upon approval of room request to TRB).  The meeting agenda is expected to include regular business meeting reports, a summary and discussion of the results of the August 2007 Strategic Planning Meeting, introduction of new members, and induction of new honorary members.  A post-meeting group dinner is also planned.  Final details for the meeting time/location, agenda and dinner plans will be posted on the ISCP website at www.concretepavements.org.

 

ISCP to Develop Concrete Pavement Graduate Program Brochures

 

In an effort to promote educational research opportunities for students across the globe, the International Society for Concrete Pavements is currently trying to assemble a list of universities that offer graduate studies and conduct research in the area of concrete pavements and materials.  We are requesting a one-page profile of the university, research(ers), and institutes within the university that may help support concrete pavement research.  ISCP will then host these profiles on their website to serve as a quick tool for students interested in concrete pavements and materials in order to find information and links to each university.

 

Currently, ISCP has four university profiles represented on our site consisting of:

Organizational Member Profile: SaLUT, Inc.

 

ISCP welcomes our newest organizational member, Soil and Land Use Technology, Inc. (SaLUT), headquartered in Beltsville, Maryland, USA.  SaLUT specializes in pavement research and other materials engineering, civil engineering, environmental engineering, and industrial hygiene services.  SaLUT has been a major contributor to the Federal Highway Administration’s pavement research program since 1994, operating the Mobile Concrete Laboratory, Portland Cement Concrete Laboratories, Geotechnical Laboratory, and numerous asphalt laboratories at the Turner-Fairbank Highway Research Center. Through the Mobile Concrete Laboratory, SaLUT has brought the latest developments to highway engineers in 48 states.  SaLUT’s resident engineers inspected and tested the concrete construction of Boston’s Big Dig and they provide construction inspection of highways, airports, and commercial buildings throughout the Mid-Atlantic Region.

Society Conducts Best Practices Workshop in Xi’an, China

During September 2007, a four-person delegation from the society visited China to conduct a 2-day workshop on Best Practices for Concrete Pavements at Chang’An University in Xi’an. The workshop was co-sponsored by the society, Chang'an University and the North America Chinese Overseas Transportation Association (NACOTA). The workshop presented an overview of the technology with respect to design, concrete materials, construction (slipform paving focus), maintenance/repair/rehabilitation, and international practices for long-life concrete pavement. The workshop planning and logistics were facilitated by members Professor Shuanfa Chen (Dean, Faculty of Materials at Chang'an University), Dr. Yingwu Fang (Chair, Pavement Committee, NACOTA) and Dr. Edward Guo. The workshop was conducted by members Shiraz Tayabji, Dan Zollinger, Mark Snyder, and Tom Van Dam.

The society also held talks with Professor Chen and Chang’An University officials regarding future cooperative ventures including co-sponsoring an international conference on concrete pavements in Xi’an during 2009 and starting a Chinese concrete pavement association allied with the Society. During their brief stop-over in Beijing, the ISCP delegation also met with senior officials of the Research Institute of Highways (RIOH) of the Ministry of Communication to discuss joint activities to advance technology transfer activities. This meeting was facilitated by member Dr. Bo Tian, Assistant Professor at RIOH.

 

According to Dan Zollinger, President, the China visit was very productive and will help pave the way to future interactions between the Society and many Chinese organizations and encourage active participation in Society activities by the Chinese concrete pavement technologists. The delegation expressed sincere thanks to the many individuals and organizations in China that made the visit an experience to remember.

 

The society delegation was very impressed with the transportation facilities in China and the pace of construction everywhere. The delegation visited the longest tunnel (18 km long) in China, constructed through Qinling Mountain in Shaanxi Province.

Successful Workshop in Recife, Brazil

The "Workshop on Best Practices for Concrete Pavement" held in Recife, Brazil last week was a success, with eight workshop presentations and 22 papers discussed in six technical sessions. Brazilian concrete pavement specialists and practitioners were joined by experts from England, Belgium, Sweden, The Netherlands, and the United States, for a three-day event organized by the Brazilian Concrete Institute (IBRACON) and ISCP.  Professor José Balbo, from the University of Saõ Paulo, was the host and chief editor of the proceedings, which included both several workshops and technical presentations from across the globe.

 

Several workshops were presented during this time and were organized by the following:

 

·         Shiraz Tayabji (A Century of Concrete Roads in USA)

·         Dan Zollinger (Curing and Finishing Concrete Pavements)

·         Lev Khazanovich (Structural Analysis and Evaluation)

·         Mang Tia (Modern Structural Design)

·         Mark Snyder (Modern Construction Techniques)

·         Jeffery Roesler (Concrete Pavement Performance Models).

 

The technical sessions for the workshop ranged in topics from materials to management and performance. The moderators for these sessions included:

Symposium on Mechanics of Pavements and Paving Materials

 

During the inaugural International Conference of the Engineering Mechanics Institute (EM08) in Minneapolis, Minnesota from May 18-21, 2008, a symposium on pavement mechanics will be held.  Pavements are an important component of highways, airports, and ports.  Mechanics of pavements is a unique branch of applied mechanics.  It provides principle guides, analytical and numerical tools for pavement design, material selection and characterization, performance evaluation and prediction, and life-cycle cost analysis.  With the implementation of the Mechanistic-Empirical pavement design approach, mechanics of pavements has gained significant attention in recent years.  This symposium provides a forum for pavement professionals to present recent developments in any topics related to pavement mechanics.

PCA Education Foundation Research Fellowship Program

 

 The PCA Education Foundation Research Fellowship Program announces their 2008 call for nominations.  The support provided by the PCA Education Foundation is used to identify and attract outstanding candidates in the field of engineering and the physical sciences and provide them with the necessary support to complete their studies.

 

Academic faculty are invited annually to submit nominations for outstanding degree candidates in engineering and the physical sciences. The fellowships are open to any student in the U.S. and Canada completing studies toward a masters or doctoral degree from an institution of higher education within Canada or the United States that is accredited by a regional or national agency. The applicant must pursue graduate study in an engineering, science, material science, or architectural program. Each fellowship includes a $20,000 stipend paid to the university to cover tuition, residence, research materials, equipment, study materials, and related educational expenses.

Industry Notes

 

Concrete Pavement Construction Training CD

 

A self training CD for concrete pavement construction has been developed in Florida. The CD is intended to benefit all personnel involved in pavement construction including, agency/owner engineers and inspectors, consultants, and contractors. It can also be a training resource for certifying engineers in construction projects, and a useful instruction tool for engineering college students.

 

The CD was developed using the hypermedia technique with interaction between text, images and short videos to maximize effectiveness of the self training process. The information is organized in13 major sections covering all construction phases. A major section is dedicated to best construction practices and is organized in short bullet points for quick review. 

 

The CD includes 250 slides and 5 short video for illustration. The information is presented in a text that is formatted similar to internet websites. Embedded in the text are highlighted and underlined words. When the user clicks on the highlighted words, a slide appears to clarify the word, illustrate the action or further describe the concept. In some slides there may be a link to more slides. Also, the user can easily navigate between the sections, and can use the “find” function to quick search for words of interest. 

 

An added benefit of the CD is the incorporation of a sample certification test using the multiple choice format. This section can be expanded and tailored to the agency requirement, and can be subsequently used to certify trainees by a highway agency, university or consulting firm.

 

Currently, the CD is being translated to Spanish to benefit concrete pavement practitioners in Central and South America.

BUILDING SUSTAINABLE PAVEMENTS USING RECYCLED CONCRETE AGGREGATE:

FACT OR REALITY?

DSC07099There is a dramatic decline in good quality aggregate available for construction use. Worldwide aggregate use is estimated to be ten to eleven billion tonnes each year.  Of this, approximately 8 billion tonnes of aggregate (sand, gravel, and crushed rock) is being used in concrete every year   In central Canada, 14 tonnes of aggregate are consumed per person each year.  However, for every three tonnes of aggregate that is produced only one tonne is replaced by opening new aggregate sources or through recycling.  There is a current Canadian research initiative to evaluate the use of Recycled Concrete Aggregate (RCA) in concrete pavement structures.  The research which is being carried out by the Centre for Pavement and Transportation Technology (CPATT), located at the University of Waterloo, involves an integrated laboratory and field study whereby four full scale field test sections have been placed in June 2007 to examine traffic and environmental impacts on using RCA in Jointed Plain Concrete Pavements (JPCP). 

 

In an attempt to address these issues, the CPATT, in partnership with the Cement Association of Canada (CAC) has carried out laboratory testing and constructed full scale test sections to examine the performance of three different percentages of RCA added in the coarse aggregate proportion.  In total four test sections were constructed in June 2007, at the CPATT Test Track.  One is a control section constructed out of the conventional 100% Virgin Material or 0% RCA with material properties that are typical for a typical JPCP located in Ontario.  The other three test sections consist of a replacement of virgin coarse aggregate with RCA in the quantities of 15%, 30% and 50%.  All of the RCA, utilized in this study came from demolished curbs and gutters and sidewalk from the Kitchener-Waterloo area.  It was crushed to specification and donated to this research by Steed and Evans Limited.

 

The research team will monitor the performance of the test sections using both conventional and unconventional methods.  Regular deflection, pavement distress, roughness, skid and noise surveys will be carried out to monitor performance over time.  In addition, several sensors have been placed within the pavement structure to evaluate the performances of RCA with respect to both environment and loading.
