Overview
The
9th International Conference on Concrete Pavements (ICCP) was held in San
Francisco, California, USA on August 17-21.
The conference was attended by more than 330 people from more than 30
different countries. The
conference included nearly 80 accepted and invited presentations in 18
technical sessions and a plenary session.
The technical session program was developed after a team of
approximately 40 reviewers evaluated nearly 100 submitted manuscripts and
accepted approximately 70 for publication and presentation. There
were also ten ISCP “Hot Topic” Workshops on a variety of concrete
pavement-related topics ranging from “100-Year Concrete Pavements” and
“Precast Concrete Pavement Technology” to “Concrete Pavement Sustainability”
and “Innovative Materials and Construction Techniques.” A special training workshop on continuously
reinforced concrete pavements was organized and conducted by the Concrete
Reinforcing Steel Institute and the U.S. Federal Highway Administration
(FHWA). The
exhibition hall included 17 booths featuring a range of concrete
pavement-related products and services.
The U.S. FHWA Mobile Concrete Lab was also on site for the entire
week, offering attendees the opportunity to view and experience the latest
concrete pavement testing and evaluation technology. Students Present Posters on Current Research
Eighteen
students prepared and presented poster boards describing their ongoing or
recently completed research activities.
These poster boards were on display in the Exhibition Hall from Sunday
through Wednesday. A panel of nine judges evaluated the technical content and
quality of the poster boards as well as the students’ understanding and
knowledge of the presented material.
The quality of this year’s entries was extremely high and the judges
had a difficult time in determining a single winner for the B. Frank
McCullough Award for Outstanding Student Poster Board Presentation. A three-way tie was declared among the
following students: • Victor Cervantes (University of Illinois at
Urbana-Champaign, USA) for his poster “Recycled Concrete Aggregate Concrete
for Rigid Pavements” • Vimy Henderson (University of Waterloo, Canada) for her
poster “Pervious Concrete Pavement: An Integrated Laboratory and Field Study” • Priyam Saxena (University of Minnesota, USA) for her
poster “Laboratory and Analytical Modeling of Misaligned Dowels”

the technical aspects of the Conference generally went off without a hitch,
there were some problems with the vendors that were responsible for printing
the Conference Proceedings and the shipping of backpacks and briefcases. In addition, there were some difficulties
in collecting workshop presentations for distribution on site. These problems prevented the timely
distribution of these materials at the Conference. New
CD-ROMs containing the Conference proceedings and available workshop
presentations and will be mailed very soon to all regular conference
registrants, along with hard copies of the Proceedings for those who ordered
them. A conference backpack or briefcase
will also be sent to anyone who did not receive one at the conference, and
ball caps will be sent to all early-bird registrants. ISCP regrets any inconvenience that the
delay in delivering these items may have caused. ISCP
would also like to remind educational institutions that free hard copies of
the Conference Proceedings are available for Departmental/College/University
libraries upon request (one copy per institution). Finally, an
excellent selection of conference photos is being prepared and will be posted

successful conference of this magnitude comes about only through the hard
work and cooperation of MANY individual volunteers. For this conference, the list is long and

Jensen (Student Poster Board Competition Chair), members of the Conference
Steering Committee, chairs and presenters in each of the “Hot Topic”

of the conference manuscripts, and all of the authors and presenters. The quality of the conference was also
elevated by the presence and contributions of the numerous exhibitors.

success of the 9th International Conference is due to the efforts of all of
these volunteers and contributors and many other people as well (e.g.,
Occasional Events [the event management service], the hotel administration

ISCP Board Changes Election Process, Initiates Tech
Transfer Activities The
ISCP Board of Directors met for several hours on August 16, 2008 in advance
of the 9th International Conference on Concrete Pavements. The following is a summary of some of the
more important developments that resulted from that meeting: A
draft Memorandum of Understanding (MOU) for Affiliate Organizations was
presented and discussed. The purpose
of this MOU is to provide a template for formalizing relations between ISCP
and regional sister organizations around the world by defining the nature of
cooperation, levels of information sharing and technology transfer, and
membership privileges between organizations.
An ad hoc committee was established to refine the draft document and
the revised document will be presented at the January Board/Membership
meeting. The
processes of nominating and electing Board members and Officers was modified
as follows: Qualifications
for Director Nominees: ·
Must
be nominated by two sponsors who are members of the Society in good standing. ·
Must
accept the nomination. ·
Must
have been a member of ISCP (in good standing) for at least three years. ·
Must
be able to converse in English. ·
All
nominees must provide a one-paragraph statement of qualifications and/or
goals for inclusion on the ballot. Additional
Qualifications for Officer Nominees: ·
Must
have served at least one term as a Board Member The
Nominating Committee will develop a slate of candidates for the ballot, but
the ballot will include ALL nominees meeting the criteria listed above (in
previous elections, only the Nominating Committee’s slate of candidates was
listed, although space for write-ins was provided). Nominees
with the greatest number of votes will be seated on the Board, subject to the
geographic limits imposed by the Board in August 2007 (i.e., no more than 5
directors can be residents of the same country). Several
options were considered for reorganizing the day-to-day operating functions
of the Society to reduce the growing workload on the Secretary-Treasurer (a
voluntary position). The Board
authorized the hiring of temporary administrative support for the remainder
of 2008 and authorized the President to start a search for a part-time
executive director for the Society. Annual
individual membership dues (which have been constant at $50/year since 1998)
were raised to $75 for 2009 and $100 for 2010. The Membership Committee was charged with
looking into the possibility of tiered membership levels for
Corporate/Organizational members, with different benefits at each level. The
next Society meeting will be the Annual Board and Membership Meeting,
tentatively scheduled for Saturday, January 10, 2009 at 17h30 Eastern Time
(US) in Washington, DC, USA, in conjunction with the Annual Meeting of the
Transportation Research Board. A

Issue The International
Journal of Pavement Engineering
(IJPE) has issued a call for papers for a special issue of the Journal that
will be devoted to key topics related to concrete pavements, including (but
not limited to) materials, design, construction, analysis, performance,
rehabilitation and management. It is
expected that this issue will summarize past accomplishments in rigid
pavement research, examine concrete pavement behavior and structural
responses, address current needs in characterizing concrete materials, and
identify new concepts that can be viewed as potential "next-generation
tools" for future design methodologies.
IJPE published a similarly themed concrete pavements issue in December
2006. The International
Society for Concrete Pavements has designated the IJPE as the Society's
archival journal. Members and friends
of the Society are strongly encouraged to take advantage of this opportunity
to contribute to this special issue of the most highly regarded international
journal devoted solely to pavement
engineering. Instructions for

link. Wanted: Concrete Pavement Graduate Program Brochures In
an effort to publicize educational and research opportunities for concrete
pavement students around the world, ISCP is continuing to assemble and post
program information from universities that offer graduate and/or
undergraduate studies and conduct research in areas related to concrete
pavements and materials. ISCP
currently has one undergraduate-level and seven graduate-level university
profiles listed online at: http://www.concretepavements.org/universities ISCP
would like to expand the current listing to include submissions from all
universities with graduate programs in concrete pavements and materials. Representatives of interested programs
should submit a one-page profile of the university, research(ers), and institutes
within the university that are involved with concrete pavement research. An MS-Word document template for this

ACPA to host Concrete Pavement
Sustainability Webinar A
Concrete Pavement Sustainability webinar is being offered by the American
Concrete Pavement Association (ACPA) on Tuesday, September 9, 2008, from 1:00
to 2:30 p.m. (Central Time – U.S.).
Topics to be covered include: sustainability of cement and concrete,
how concrete pavements can contribute to sustainable development,
sustainability-related features and benefits of concrete pavements, and other
"must have" information for agencies, contractors, designers, and
other stakeholders in surface-transportation construction. The
webinar cost is US$25.00 per person, which includes a downloadable copy of
the presentation, examination and certificate. Registrations must be received before noon (Central Time – U.S.) on Thursday,
September 4, 2008. For

Technology Platform in the Netherlands is very happy to announce the second
European Airport Pavement Workshop. This CROW-organized workshop will take
place on May 13th and 14th, 2009 near Amsterdam’s Schiphol Airport. The main themes of the workshop are all
related to airport pavements: • pavement design & construction, including
PCN calculations and FWD measurements • environmental issues (e.g., recycling,
sustainability) • safety on pavements (e.g., roughness,
eveness, and bearing capacity) These
themes are indicative and are intended to stimulate participants to write on
similar or related subjects. CROW
would like to invite airport managers, technicians and researchers to
pre-register and submit abstracts before September 1, 2008 for any papers to
be considered for inclusion in this workshop.

National Concrete Consortium Meetings The
next Technology Transfer Concrete Consortium (TTCC) and National Concrete
Consortium ( The

minutes and presentations from last April’s meeting in National Open House for Two-Lift
Paving to be held in Kansas In
May 2006, a team of 13 concrete pavement and materials specialists from the United
States visited Canada and five European countries to identify design
philosophies, materials requirements, construction practices, and maintenance
strategies for constructing and managing portland cement concrete pavements
with long life expectancies. The team identified two-lift construction as
having significant potential for implementation in the United States. On
October 15th and 16th, 2008, an “open house” for two-lift concrete paving
will be held in Salina and Abilene, Kansas.
The open house is being organized by the U.S. National Concrete
Pavement Technology Center with the support of the U.S. Federal Highway
Administration, Kansas Department of Transportation, Missouri/Kansas Chapter
of the American Concrete Pavement Association and the South Central Cement
Promotion Association. The event will
include a visit to the construction site along US Interstate 70. For

Shotcrete Association announces 2008-2009 Graduate Scholarship Program
One
scholarship will be awarded to a graduate student attending an accredited
college or university within the United States and the second scholarship
will be awarded to a graduate student attending Laval University in Canada.

2nd Workshop on Advanced Characterization, Modeling,
and Design of Concrete Pavements The
2nd Workshop on the Advanced Characterization, Modeling, and Design of
Concrete Pavements was held at the University of California at Berkeley
Pavement Research Center (USA) from August 13-16. This highly successful event brought
together experts in concrete materials characterization, mechanics, modeling,
and design to critically discuss and develop concepts that address existing
limitations, lack of knowledge, and future directions concerning the
improvement of concrete pavement analysis, design, and construction.
Three
invited keynote presentations by Dr. Lev Kagan-Rozentsveyg (St. Petersburg
State University of Architecture and Civil Engineering, Russia), Dr. David
Lange (University of Illinois, USA), and Dr. Bo Tian (Research Institute of
Highway, P.R. China) summarized the state-of-the art in concrete pavement and
material modeling, testing, and relevant applications. In addition to the keynote addresses, more
that 20 presentations were made by researchers representing 8 countries (Sweden,
South Africa, Germany, Russia, Chile, P.R. China, Brazil, and the USA). Approximately 40 participants attended the
event and the workshop format provided ample discussion time after each
presentation. A

Papers A
2 1/2-day conference is being organized as a part of technology transfer
activities for the US National Concrete Pavement Technology Program (CPTP)
that operates within the Federal Highway Administration. The conference will
provide a national forum to address various aspects of concrete pavement
preservation, repair and rehabilitation activities and strategies that result
in safer, smoother, and extended service life concrete pavements with the
least life-cycle costs. The technical program will include technical
sessions, practice oriented forums, and a workshop on concrete pavement
preservation. The
conference will be held at the Hyatt Regency St. Louis Riverfront Hotel in Papers
and conference presentations are solicited both nationally and
internationally on a wide range of topics dealing with technologies to
optimize the preservation, repair and rehabilitation of concrete pavements.
