What's New at ISCP

 

President’s Message

ISCP recently concluded very successfully the 9th International Conference on Concrete Pavements and the 2nd International Workshop on Advanced Characterization, Modeling, and Design of Concrete Pavements. Many thanks to the Conference and Workshop organizers and to all those who dedicated countless hours to these activities.  We had well over 300 registrants at the Conference, representing more than 30 countries, and many great technical presentations were made.  

 

We’ll be looking to build upon the momentum provided by these conferences through our associated organizations in Australia (ASCP) and industry partners (ACPA in the US and EUPAVE in Europe) by coordinating efforts to transfer technology and practice-oriented information to facilitate the use and repair of concrete pavements worldwide.  

 

I remember many years ago in 1981, when I was first introduced to the Conference (then known as the “Purdue Conference”), how, even though I was not able to attend, I was intrigued by the breadth and depth of the conference topics and was impressed by the knowledgeable engineers associated with the Conference.  Since being formed nearly 10 years ago to organize the Conference, the utility of ISCP has grown year by year as engineers and practitioners learn of the benefits of being associated with concrete pavement designers and researchers from around the globe.  Many exciting developments are underway in the concrete paving area and the future is very promising for ISCP and its members as we all prepare to be at the forefront of these developments.  

 

I urge our members to take every opportunity to spread the message of the Mission of the ISCP and to help the organization grow in both membership and prestige.

ISCP Members to Guest Edit IJPE Special Concrete Pavements Issue

 

Three ISCP members have been selected to serve as Guest Editors for the recently announced Special Concrete Pavements Issue of the International Journal of Pavement Engineering.

 

Anna-Carin Brink (UWP Consulting, SOUTH AFRICA), Jacob Hiller (Michigan Technological University, USA) and Karel Pospisil (CDV – Transport Research Centre, CZECH REPUBLIC) will develop the theme and scope for the special issue, solicit manuscripts and will coordinate the manuscript reviews.  Publication of the Special Issue may take place as soon as the latter part of 2009.  IJPE published its first concrete pavements-related special issue in December 2006.

 

The International Society for Concrete Pavements has designated the IJPE as the Society's archival journal.  Members and friends of the Society are strongly encouraged to contribute manuscripts to this most highly regarded international journal devoted solely to pavement engineering.  Information about submitting manuscripts can be found at:

Delivery of 9th Conference Proceedings Delayed

 

The production of the Proceedings of the 9th International Conference on Concrete Pavements has been repeatedly delayed due to problems that are outside of the Society’s control.  It is our understanding that paper copies of the Proceedings are now in the hands of the Event Organizer and that CD-ROM versions of the Proceedings will be received by November 7 (or sooner).  All Conference proceedings will be shipped (along with unfulfilled backpack, tee-shirt and hat entitlements) as soon as the CD-ROM Proceedings have been received.

Industry Notes

 

Concrete Paving Conference, Streets/Local Roads Workshop to be held in Austin, Texas

 

The Texas Department of Transportation and Cement Council of Texas will be sponsoring a Concrete Paving Conference in Austin, Texas, USA on November 12-13, 2008.  Other sponsors for the event are: Federal Highway Administration, Texas Concrete Pavement Association, Texas Aggregate and Concrete Association, and Concrete Reinforcing Steel Institute.  The conference is designed to cover the best practices of concrete pavement design and construction.  

 

In addition, a comprehensive workshop on design, construction, and maintenance of streets and local roads will occur on November 13-14, 2008.  Dr. Kenneth C. Hover, P.E., a professor from Cornell University, will be kicking off the workshop and will be featured at the conference.

Recap: 2008 T&DI Pavement Specialty Conference on Airfield and Highway Pavements

The 2008 American Society of Civil Engineers (ASCE) Transportation & Development Institute (T&DI) Pavement Specialty Conference on Airfield and Highway Pavements was held on October 15 – 18, 2008 in Bellevue (near Seattle), Washington, USA. The conference theme was “Efficient Pavements Supporting Transportation’s Future.” The conference was focused on pavement technology state-of–the-art and state-of-the-practice through technology transfer. Recent developments in pavement design, analysis, evaluation, rehabilitation, and emerging materials for highway and airfield pavements were presented in 60 technical presentations. The conference offered three workshops; one of them was focused on the material selection and concrete mixture design using the new Federal Aviation Administration (FAA) P-501 concrete specification. Technical site visits to the Seattle-Tacoma (SEA-TAC) Airport and to Boeing were offered during the conference as well. This conference was organized by ASCE and sponsored by Boeing, the Center of Excellence for Airport Technology, CH2MHill, Crawford Murphy & Tilly, and URS.

International Conference on Pavement Preservation – Abstract Submittal Deadline Approaches

 

The 1st International Conference on Pavement Preservation will be held in Newport Beach, California on April 12-16, 2010. The conference will focus on pavement preservation and sustainability for researchers and experts working in the pavement preservation field to exchange and discuss issues and concerns. The conference will be co-organized by the California Department of Transportation (CALTRANS), the Federal Highway Administration (FHWA) and the Foundation for Pavement Preservation (FP2). 

 

Topics for the conference are:

 

·         Benefits of pavement preservation (economic and environmental)

·         Integrating pavement preservation into pavement management

·         Pavement preservation treatments for flexible pavements (design, materials, constructability, and performance)

·         Pavement preservation treatments for rigid pavements (design, materials, constructability, and performance)

·         Promoting pavement preservation to the public and our elected leaders

2009 Concrete Technology Forum Call For Abstracts Announced

 

The National Ready Mix Concrete Association (NRMCA) is now accepting abstracts for the 2009 Concrete Technology Forum: Focus on Performance Prediction.  This event will be held from May 13-15, 2009 at the Westin Hotel in Cincinnati, Ohio, USA.  General topics of interest include fresh and hardened concrete properties, concrete applications, and performance prediction.  The deadline for submission of abstracts has been set for November 28, 2008.  More information on abstract submission and suggested topics can be found on the forum website at:

Honorary Member Profile: 
Michael Darter

 

MikeDarterMichael Darter, a member of the ISCP Board of Directors, has been involved in pavement engineering throughout his entire 40-year career and is an internationally recognized authority in highway and airport pavements.  Through his extensive work in research, teaching, and consulting, he has contributed significant new knowledge and has developed widely used pavement engineering tools.

 

Mike was born in Salt Lake City and helped raise five children.  He obtained a B.S. and M.S. in Civil Engineering from the University of Utah.  Darter acquired pavement design and materials experience through five years of employment with the Utah Department of Transportation as a pavement and materials engineer.   He then studied at the University of Texas at Austin, receiving a Ph.D. in Civil Engineering for developing the design reliability concept and incorporating it into the Texas pavement design system, which was successfully used for many years.

 

Dr. Darter then joined the faculty of the Civil and Environmental Engineering Department at the University of Illinois, where he conducted research and taught courses in pavement engineering for 25 years.  He developed the first university class in pavement evaluation and rehabilitation, from which many students have gone on to careers in pavement engineering. Professor Darter served as Principal Investigator on many national and state research projects in design, evaluation, rehabilitation, construction, and management of highway and airport pavements over these years.  Upon retirement in 2003, he was named an Emeritus Professor.

 

Dr. Darter’s career focus has been on transferring knowledge and developing practical tools for pavement engineering.  He was a co-developer of the Pavement Condition Index (PCI) method of evaluation, which is used by commercial and military airports worldwide (adopted and standardized by the FAA, USAF, and ASTM).  He contributed to the 1993, 1986, and 1998 AASHTO Design Guides.  He considers his most important technical contribution as being part of the team that developed the NCHRP Mechanistic-Empirical Pavement Design Guide (MEPDG).  He also developed the ILLINET highway network pavement feedback system, various rehabilitation procedures, and the concrete pavement performance related specifications (PRS).  A founder of ERES Consultants, Inc. in 1980, he helped it grow into one of the largest pavement engineering firms in the world (it is now a division of Applied Research Associates, Inc.).  

 

Darter has received many awards for his academic and professional engineering contributions over the years.  These include the University of Illinois Outstanding Faculty Award, the Transportation Research Board Grant Mickle Award, the International Society of Concrete Pavements’ Eldon J. Yoder award for Outstanding Paper at the quadrennial international conferences in 1985, 1989, and 2002), and the American Concrete Pavement Association Outstanding Educator Award.

 

Dr. Darter has participated in international presentations, seminars, and projects in many foreign countries.  In 1992 he participated with the U. S. delegation study tour of European concrete pavement highways.  In 1996, he was appointed by the Chilean Minister of Public Works to review all of the new and rehabilitated pavement designs for 1500 km of the Pan American Highway.  He has conducted major pavement studies in Ontario, Canada, Bogotá, Columbia, and participated in the first design-build highway concrete pavement project in Israel in 1998.  Dr. Darter recently gave Keynote Addresses at the 9th International Congress on Concrete Roads (PIARC) in Istanbul, Turkey and at the 8th International Conference on Concrete Pavement Design in Colorado Springs, Colorado.

 

He has authored or co-authored over 300 technical reports and papers on pavement engineering that have led to new knowledge and many practical implementations.  Darter has also participated in many professional activities, including membership on and chairing of TRB committees (including Concrete Pavement Design and Pavement Rehabilitation) as well as ACI Committee 325 (Concrete Pavements).

 

During the past few years, Mike has spent much time searching and investigating what happened to his older brother, who was shot down over Germany in World War II and has been missing-in-action ever since.  He was shocked and thrilled to finally locate several surviving crewmates, and then to identify eyewitnesses on a Dutch island who saw some of the crew and his brother come down just offshore in the Wadden Sea.  The compelling story is told in his book “Fateful Flight” recently published by iUniverse Press, Inc. 

 

Dr. Darter continues his research and consulting work for Applied Research Associates, Inc. in Champaign and he also holds a part-time appointment as the Executive Director of the Minnesota Pavement Research Institute at the University of Minnesota.
