President’s Message
ISCP
recently concluded very successfully the 9th International Conference on Concrete
Pavements and the 2nd International Workshop on Advanced Characterization,
Modeling, and Design of Concrete Pavements. Many thanks to the Conference and
Workshop organizers and to all those who dedicated countless hours to these
activities. We had well over 300
registrants at the Conference, representing more than 30 countries, and many
great technical presentations were made.
We’ll
be looking to build upon the momentum provided by these conferences through our
associated organizations in Australia (ASCP) and industry partners (ACPA in
the US and EUPAVE in Europe) by coordinating efforts to transfer technology
and practice-oriented information to facilitate the use and repair of
concrete pavements worldwide. I
remember many years ago in 1981, when I was first introduced to the
Conference (then known as the “Purdue Conference”), how, even though I was
not able to attend, I was intrigued by the breadth and depth of the
conference topics and was impressed by the knowledgeable engineers associated
with the Conference. Since being
formed nearly 10 years ago to organize the Conference, the utility of ISCP
has grown year by year as engineers and practitioners learn of the benefits
of being associated with concrete pavement designers and researchers from
around the globe. Many exciting
developments are underway in the concrete paving area and the future is very
promising for ISCP and its members as we all prepare to be at the forefront
of these developments. I

Special Concrete Pavements Issue Three
ISCP members have been selected to serve as Guest Editors for the recently
announced Special Concrete Pavements Issue of the International Journal of
Pavement Engineering. Anna-Carin
Brink (UWP Consulting, The
International Society for Concrete Pavements has designated the IJPE as the
Society's archival journal. Members and
friends of the Society are strongly encouraged to contribute manuscripts to
this most highly regarded international journal devoted solely to pavement
engineering. Information about

Proceedings Delayed The
production of the Proceedings of the 9th International Conference on Concrete
Pavements has been repeatedly delayed due to problems that are outside of the
Society’s control. It is our
understanding that paper copies of the Proceedings are now in the hands of
the Event Organizer and that CD-ROM versions of the Proceedings will be received
by November 7 (or sooner). All
Conference proceedings will be shipped (along with unfulfilled backpack,
tee-shirt and hat entitlements) as soon as the CD-ROM Proceedings have been
received. For

Recap: 2008 T&DI Pavement Specialty Conference on
Airfield and Highway Pavements
The
2008 American Society of Civil Engineers (ASCE) Transportation &
Development Institute (T&DI) Pavement Specialty Conference on Airfield
and Highway Pavements was held on October 15 – 18, 2008 in Bellevue (near
Seattle), Washington, USA. The conference theme was “Efficient Pavements
Supporting Transportation’s Future.” The conference was focused on pavement
technology state-of–the-art and state-of-the-practice through technology
transfer. Recent developments in pavement design, analysis, evaluation,
rehabilitation, and emerging materials for highway and airfield pavements
were presented in 60 technical presentations. The conference offered three
workshops; one of them was focused on the material selection and concrete
mixture design using the new Federal Aviation Administration (FAA) P-501
concrete specification. Technical site visits to the Seattle-Tacoma (SEA-TAC)
Airport and to Boeing were offered during the conference as well. This

Mike
was born in Dr.
Darter then joined the faculty of the Civil and Environmental Engineering
Department at the Dr.
Darter’s career focus has been on transferring knowledge and developing
practical tools for pavement engineering.
He was a co-developer of the Pavement Condition Index (PCI) method of
evaluation, which is used by commercial and military airports worldwide
(adopted and standardized by the FAA, USAF, and ASTM). He contributed to the 1993, 1986, and 1998
AASHTO Design Guides. He considers his
most important technical contribution as being part of the team that
developed the NCHRP Mechanistic-Empirical Pavement Design Guide (MEPDG). He also developed the ILLINET highway
network pavement feedback system, various rehabilitation procedures, and the
concrete pavement performance related specifications (PRS). A founder of ERES Consultants, Inc. in
1980, he helped it grow into one of the largest pavement engineering firms in
the world (it is now a division of Applied Research Associates, Inc.). Darter
has received many awards for his academic and professional engineering
contributions over the years. These
include the University of Illinois Outstanding Faculty Award, the
Transportation Research Board Grant Mickle Award, the International Society
of Concrete Pavements’ Eldon J. Yoder award for Outstanding Paper at the
quadrennial international conferences in 1985, 1989, and 2002), and the
American Concrete Pavement Association Outstanding Educator Award. Dr.
Darter has participated in international presentations, seminars, and
projects in many foreign countries. In
1992 he participated with the He
has authored or co-authored over 300 technical reports and papers on pavement
engineering that have led to new knowledge and many practical
implementations. Darter has also
participated in many professional activities, including membership on and
chairing of TRB committees (including Concrete Pavement Design and Pavement
Rehabilitation) as well as ACI Committee 325 (Concrete Pavements). During
the past few years, Mike has spent much time searching and investigating what
happened to his older brother, who was shot down over Germany in World War II
and has been missing-in-action ever since.
He was shocked and thrilled to finally locate several surviving
crewmates, and then to identify eyewitnesses on a Dutch island who saw some
of the crew and his brother come down just offshore in the Wadden Sea. The compelling story is told in his book
“Fateful Flight” recently published by iUniverse Press, Inc. Dr.
Darter continues his research and consulting work for Applied Research
Associates, Inc. in The
International Society for Concrete Pavements is proud to have Dr. Michael
