ISCP’s Annual Meeting Recap

The annual membership and board meeting of ISCP was held on Saturday, January 10 at the Marriott Wardman Park Hotel in Washington DC USA in conjunction with the Annual Meeting of the Transportation Research Board.

Highlights of the meeting include the following:

· Announcement of chair appointments for the new standing committees:

o Technology Transfer – Bryan Perrie (SOUTH AFRICA) and Mike Darter (USA)

o Membership – Juan Pablo Covarrubias (CHILE)

o Activities – José Balbo (BRAZIL)

ISCP members are asked to contact Dan Zollinger (d-zollinger@tamu.edu) if they are interested in serving on any of the seven standing committees.

· Discussion of 9th Conference closeout, including attendance (about 325 attendees) financial status (final numbers will probably show a slight loss on the event), and final shipping of all deliverables to attendees (now complete).

· Review and discussion of Memoranda of Understanding being developed between ISCP and EUPAVE, Australian Society for Concrete Pavements.

· Update on development of technology transfer area of ISCP website (to include concrete pavement-related reports, papers, photographs, etc.) and that certain areas of this area will be password-protected and available only to ISCP members.

· Discussion of plans for upcoming ISCP conferences and workshops to be held in Australia, Brazil, India and China.

· Presentation of preliminary plans for the 10th International Conference on Concrete Pavements, tentatively scheduled to be held in Canada in 2012. Tim Smith (CANADA), conference chair, is actively soliciting volunteers to chair and serve on subcommittees for this event – please contact tsmith@cement.ca if you are interested.

· A full-day (or longer) meeting of the ISCP Board is planned in conjunction with a technical conference in Australia in August 2009, with proceeds of the conference being used to offset the travel costs of the participating board members.

· The 2009 Operating budget was presented, reviewed and approved.

· The 2010 Annual Board and Membership Meeting is tentatively planned for Saturday, January 9 at 17h30 in the same hotel as the 2009 meeting.

Summary of Events at the TRB Annual Meeting

Over 10,500 researchers, engineers, scientists, practitioners, policy-makers and others from around the world were gathered for this years’ Transportation Research Board (TRB) Annual Meeting was held in Washington, D.C., USA from January 11–15, 2009. This year, roughly 1900 papers were presented in nearly 600 scheduled sessions. The spotlight theme for 2009 was Transportation, Energy, and Climate Change.

Some highlights of this years’ Annual meeting include the following:

· Accessible Webinar programs so that committee members and staff can hold meetings throughout the year

· A new subcommittee was started within AFD50 (Rigid Pavement Committee) on fundamental modeling of concrete pavements.

· AFD70 (Pavement Rehabilitation Committee) has started up a new subcommittee (AFD70-3) on Interlayer Systems to Mitigate Reflective Cracking

· The Basic Research and Emerging Technologies Committee (AFN10) hosted a workshop entitled Live Long and Prosper, Creating More Sustainable Concrete Pavements

The next TRB Annual meeting will be held January 10-14, 2010 in Washington DC, USA. The theme for 2010 will be: Investing in our Transportation Future: Bold Ideas to Meet Big Challenges.

TRB is also sponsoring the Fourth International Conference on Women’s Issues in Transportation on October 27-30, 2009 in Irvine, California.

Call For Papers for 3^rd International Symposium on "Treatment and Recycling of Materials for Transport Infrastructures"

The Institute of Cement and Concrete of Guatemala (ICCG), with the support of the Interamerican Federation of Cement (FICEM-APCAC), the World Road Association (PIARC) and the lime industry of Guatemala, are organizing TREMTI 2009: The 3^rd International Symposium on “Treatment and Recycling of Materials for Transport Infrastructures”. This Symposium will take place in Antigua (Guatemala), from November 11-13, 2009.

The organizers of TREMTI 2009 are calling for paper submissions for this symposium. Abstracts/papers can be focused on a relevant case study or on a a specific topic. Case studies should be dealing with fields such as roads and motorways, airports, railways, harbors and other maritime and/or river infrastructure, or urban spaces. The specific topics can be on research studies, placement methods and precautions, advances in machinery, construction methods or any subject of general interest related to recycled materials in infrastructure. Abstracts must be written in English using Microsoft Word format (without figures) and shall not exceed 300 words. Please send your abstract to the TREMTI Symposium Secretariat (lalvarez@iccg.org.gt) before March 1, 2009. Authors of accepted papers will be notified before April 15, 2009.Final manuscripts along with the subscription of one of the authors must be sent to the Symposium Secretariat not later than June 30, 2009. All accepted papers shall be included in the Proceedings of the Symposium, provided they are received in time.

First Conference on Nanotechnology in Cement and Concrete

The First International Conference on Nanotechnology in Cement and Concrete will be held May 5-7, 2010 at the National Academies Beckman Center in Irvine, California, USA. The objective of this conference is to advance the science and engineering of nanotechnology in modifying and monitoring the behavior and performance of cement and concrete at the nanoscale. Nanomodification of concrete is potentially capable of dramatically improving its tensile strength, toughness, ductility, and durability properties. This conference provides a unique opportunity for scientists, engineers and practitioners to help set the future direction of the use of nanotechnology in cement and concrete. Abstracts (not exceeding 250 words) will be accepted until March 15, 2009.

Block Paving: Sustainable Paving for the Future

The 9th International Congress of Concrete Block Paving will take place October 18-21, 2009 at the Sheraton Hotel and Conventions Centre, located in the heart of Buenos Aires, Argentina. This conference is organized by the Instituto del Cemento Portland Argentino (ICPA), the Asociación Argentina de Bloques de Hormigón (AABH), the organization of MCI Group, and R. Santi & Asociados S.A. Other co-sponsors for the event include ISCP, EUPAVE, and Holcim.

The Grupo de Especialistas en Pavimentos Segmentados (SEPT) thought that a reunion between the professionals and companies of this area would be a great opportunity to discuss and generate knowledge about this theme and chose Argentina as the welcoming country for the conference.

The conference will contain presentations with simultaneous translation from English to Spanish and exhibitors will be present to show products such as machines, concrete, additives, manufacturing and news about consultancy. Participants from several nations around the globe will be present at the conference, including countries in South America, Japan, USA, Great Britain, Germany and Israel.

This conference is a fundamental tool in benefiting managers and directors from companies related to concrete block paving, landscaping and engineering, amongst contractors, architects, officers, investigators, road engineers, consultants, college professors and technicians due to its recognition in Argentina and abroad.

National Conference on Pavement Preservation, Repair and Rehabilitation of Concrete Pavements

The National Conference on Preservation, Repair, and Rehabilitation (PRR) of Concrete Pavements, sponsored by the Federal Highway Administration (FHWA)'s Office of Pavement Technology and co-sponsored by ISCP, will be held in St. Louis, Missouri, USA, April 22-24, 2009. The conference will discuss and showcase the latest issues and techniques related to PRR. This 2.5-day conference, organized by FHWA, will feature presentations from select peer-reviewed papers and invited speakers. Case studies from U.S. highway agencies, industry, and international practices will be highlighted. Prior to the conference on April 21, 2009, a full-day workshop is scheduled on Concrete Pavement Preservation and a Forum on FHWA’s RealCost Life-Cycle Cost Analysis Software will also be held. The April 21 workshop and the Forum are at no additional cost. However, pre-registration is required for these two program items.

General registration for this conference is US$350 by March 31, 2009 and US$400 thereafter. Several meals are included in the registration fee.

U.S. National Concrete Consortium Meeting Coming Up in March

The U.S. National Concrete Consortium (NCC) will hold its spring meeting March 31-April 2, 2009 in San Antonio, Texas, USA. These meetings provide an open forum to share concerns, problems and solutions on selected “hot topics” related to concrete pavements. Several state Departments of Transportation from across the USA, as well as Federal Highway Administration (FHWA), American Concrete Pavement Association (ACPA) Chapters, academia, industry and suppliers involved in concrete pavement construction will participate in this semi-annual meeting.

Some of the ‘hot topics’ to be discussed this Spring include: alkali-silica reaction, mix design, joint deterioration, the air void system, dowel basket standardization, aggregates, nanotechnology, thermal stresses and more. Technical presentations will focus on steel in concrete from dowel bars to reinforcing steel in pavements and bridges.

Condolences go out to Family and Friends of Starr Kohn

Starr D. Kohn Ph.D., P.E. of Soil and Materials Engineers in Plymouth, Michigan, USA passed away suddenly on January 31, 2009 at his home in Pittsfield Township, Michigan.

ISCP Member to be honored with ACI Award

The American Concrete Institute (ACI) has chosen ISCP member Mr. Suneel N. Vanikar, Concrete Team Leader of the Federal Highway Administration (FHWA) to receive ACI's Henry C. Turner Medal.

Mr. Vanikar was elected for the award "for outstanding service to the industry through support, guidance, and management of research that has advanced design, construction, and the service life of concrete pavements and transportation structures". A formal announcement will be made at the Opening Session and Awards Program, Sunday, March 15, 2009 during the ACI's spring convention at the Marriott Rivercenter, San Antonio, Texas.

ISCP Members Win Best Paper Award at TRB

ISCP members Jeffery Roesler and Ph.D. student Francisco Evangelista Junior, from the University of Illinois at Urbana-Champaign in Urbana, Illinois, USA were co-authors of a technical paper that received the 2009 Bryant Mather Award for the Best Paper in Concrete Materials at this years’ TRB Annual Meeting. The Transportation Research Board committee AFN40: Concrete Materials and Placement Techniques Committee reviewed the paper and the Concrete Materials Section judged it as the 2009 Best Paper. "Numerical Simulations of Fracture Resistance of Functionally Graded Concrete Materials"

The concept of grading material composition in a pre-determined direction to target multiple objectives and functionality is applicable to layering and positioning different materials at specified depths. From a fracture mechanics perspective, this paper explores the advantages of using functionally graded concrete materials (FGCM), i.e., plain and fiber reinforced concrete (FRC) in two distinct layers. The fracture energy (G) and residual load capacity (Pδ) of two-layered concrete beams are investigated by means of numerical simulations using a cohesive zone model (CZM) implemented in a finite element framework. The required fracture parameters for defining the cohesive zone model are obtained from individual fracture tests of the plain and FRC materials. The numerical simulations analyzed the effects of FRC thickness and position (whether at the top or bottom of the beam) on the fracture resistance of the two-layered concrete beam. A cost-benefit analysis showed that the FRC placed in the bottom lift is more fracture efficient (higher G and Pδ values at lower costs) than when it is placed in the top lift. There is also an optimal FRC thickness in which the benefit in fracture resistance is reduced as the FRC layer is increased. The application of a CZM to predict the fracture behavior of a FGCM beam has demonstrated its potential for also quantifying the effects of FGCM on the fracture resistance of concrete pavements.

ACPA Announces 2009 Webinar Schedule

The American Concrete Pavement Association’s (ACPA’s) highly acclaimed webinar series features an expanded program for 2009. The series of 36 webinars will cover a broad range of topics presented in an interactive, online format. Some of the transportation-construction community's most highly respected experts will present basic (60 minute) and intermediate (90 minute) webinars on a wide range of topics.

The courses will cover virtually every aspect of design, construction, and rehabilitation of concrete pavements. This year’s program also will cover timely topics such as sustainability, energy, fuel efficiency, and more. There also will be application specific webinars that will focus on unique aspects of highways, airports, roadways, or industrial/commercial pavements.

ACPA’s webinar program is designed for contractors, consultants, engineers, federal agencies, military and Dept. of Defense contractors/engineers, municipal and county public works officials, metropolitan planning organization officials, and academia.

ACPA to hold Airport Pavement Design Seminar

In addition to their webinar series, ACPA will be holding a 3-day seminar on concrete pavement design for airfields from April 21-23, 2009 in Charlotte, North Carolina, USA. Participants will be eligible for 19.5 Professional Development Hours (PDH) for attending the seminar.

This seminar will provide participants the latest on the Federal Aviation Administration’s (FAA’s) rigid pavement design procedure, updates on the latest research on Alkali Silica Reaction, comparative analysis of the FAA, PCA, and military design methods, as well as explanations of FAA specifications and design requirements.
