What’s New at ISCP?

 

President’s Message

 

First of all, I would like to thank the ISCP membership for its strong support in the December elections.  I will do my best to live up to your expectations as ISCP’s President!

 

Snyder mug shot - 2008ISCP has grown tremendously, in terms of both membership and activities, since its inception in May, 1999.  The work associated with that growth has largely been carried largely on the backs of a handful of dedicated members, and their efforts have led to the organization and/or co-sponsorship of  numerous concrete pavement-related workshops and conferences all over the world. 

 

The scope of the vision of ISCP’s potential has also grown along with the number of  members and activities, resulting in discussions of developing comprehensive online resources for pavement engineers and researchers, regional chapters of the Society, and other activities.

 

It has become increasingly clear that at least three things are necessary to sustain the Society’s growth: 1) increased income (primarily through increased individual and organizational membership); 2) increased involvement of individual members; and 3) contracting out certain administrative activities related to membership processing, newsletter production and distribution, and website maintenance. 

 

The third item is almost in place, as the Society is currently negotiating part-time (hourly) service contracts with two individuals who will assume duties that will free the Secretary-Treasurer, Newsletter Editor and Webmaster from performing some of the mundane tasks associated with their positions and will allow them to focus on developing strategies to improve the quality of services provided to ISCP members.  It is likely that, as a result of this change, the newsletter will soon become a monthly (rather than bi-monthly) publication.

 

The first two items (membership growth and involvement) require your help.  In order to grow ISCP’s active membership, we all need to become active promoters of the Society.  I ask that each of you consider encouraging your colleagues to join ISCP during 2010.  The Membership Committee will be producing materials that summarize the benefits of ISCP membership, and prospective members need only visit the ISCP website at www.concretepavements.org to view the calendar of events and newsletters or to download a free copy of previous ISCP workshop proceedings to see the value of the Society.  University faculty should strongly encourage all of their graduate students to join (membership is free for full-time students) because they represent the future of the Society.

 

And, finally, I ask that you consider becoming more actively involved in the Society.  There are openings for motivated individuals to serve on all of ISCP’s standing committees, which include: Membership, Activities, International Conference, Editorial, Technology Transfer and Communication.  All of these committees are being “re-booted” and will soon have their own web pages describing their missions and listing their members.  In addition, there is a big need for newsletter correspondents to relay information on interesting design or construction projects, products and technologies, and graduate student theses related to concrete pavements (especially from outside of North America) for inclusion in the newsletter.  Please contact me at president@concretepavements.org if you would like to become an active member of any of these committees, and contact Amanda Bordelon at newsletter@concretepavements.org if you can serve as a newsletter correspondent.

 

I look forward to serving and working with all of the ISCP membership over the next four years.  Let’s see how far forward we can take this thing!

Board Appoints Director Replacements

 

The ISCP Board acted to fill the two Director positions which became vacant when Johan Silfwerbrand stepped down and Neeraj Buch was elected to the Secretary-Treasurer position.  Leif Wathne (American Concrete Pavement Association – USA) and Stephan Villaret (VILLARET Ingenieurgesellschaft GmbH – GERMANY) were appointed to complete the remaining two-year terms, in accordance with the ISCP By-Laws.

 

 

ISCP Officer and Staff Email Addresses Standardized

Members can now direct email to specific ISCP officers, committee chairs and other Society positions through standardized email addresses of the form [position]@concretepavements.org.  Email addresses of this form are currently active for the President, Vice-President, Secretary, Treasurer, Newsletter, and Webmaster. 

 

Additional standardized addresses will be set up for the Society Administrator, all committee chairs and other positions, as needed.  All old email addresses that included actual officer names have been (or will soon be) deactivated.  The new system is more intuitive and will allow more seamless transitions of correspondence when officer and positional changes take place.

Sign up for ISCP 10th Conference Hotel

 

ISCP's 10th Conference on Concrete Pavements will be held in Québec City, Québec Canada  from July 8-12, 2012.  With the popular conference hotel, the Fairmont Le Château Frontenac, reservations are expected to go quickly.  Any ISCP members interested in attending the conference are encouraged to reserve their rooms as soon as possible for the discounted conference rates (in Canadian dollars) as follows:

International Seminar for Innovation and Technology Transfer for Concrete Pavements

 

ISCP is collaborating with the Peruvian chapter of the American Concrete Institute on an international seminar to be held at the Hotel Country Club San Isidro in Lima, Peru on March 29, 2010. Details concerning the hotel are available at:

The objectives of this seminar are to present new concrete pavement design and construction technologies for the rapidly developing Peruvian road network.  Three ISCP Directors (Erwin Kohler, Juan Pablo Covarrubias and Jeffery Roesler), two ISCP members (Lev Khazanovich and Juan Pablo Covarrubias, Jr), and Enrique Pasquel, an ACI Fellow, will be the speakers at the seminar.

Call for Papers Kuwait Cement & Concrete Conference and Exhibition

 

The Kuwait Cement and Concrete Conference and Exhibition will be held on June 8 & 9, 2010 at the Radisson Blu (formerly SAS) Hotel in Kuwait.  The two-day conference aims to present societal and sustainability concerns related to cementitious materials and construction of concrete on a local and world-wide basis. The event is designed for academics and industrialists, researchers and practitioners, engineers and scientists.  It will contain presentations, seminars and workshops along with a selection of keynote addresses and technical papers.

 

The theme of the conference is “Towards Sustainable Cement and Concrete Industry”. The scientific committee invites authors to submit papers related to the theme of particular interest in the following areas:

 

·         Sustainable low carbon concrete

·         Sustainable building materials

·         Supplementary cementitious materials

·         Sustainable concrete design and practices

·         Recycling of building materials

·         Repair and rehabilitation of structures

·         Provision for flyer distribution at Exhibition Entrance.

·         Sustainability codes and specifications

·         Durability and life cycle design

·         Sustainability in hot weather

 

The deadline for submission of abstracts is March 31, 2010. The official language of the conference will be English. Papers, however, may be also submitted and presented in Arabic.   The conference committee is also looking for sponsors or exhibitors.

Industry News

 

New Coefficient of Thermal Expansion Test Method – Will it impact you?

 

In 2009, AASHTO approved a new test method, T 336, for measuring the coefficient of thermal expansion (CTE) for concrete specimens which replaced the provisional test method TP 60-00.  The test method has not changed, but based on some work by the Federal Highway Administration it was found that the frames used to measure the concrete CTE value were not being calibrated correctly.  The test method requires a calibration specimen, typically 304 stainless steel (SS), with a known CTE be used to calibrate the CTE frame.  The majority of testing labs have used a typical value found in literature which is much higher than the CTE value of 304 SS over the temperature range of the test.  A change in the CTE value for the calibration specimen will result in a corresponding change in the measured or computed CTE for the concrete specimen.

 

Although this is a minor change in the test method, it has large implications if the CTE values will be used for the Interim Edition of the Mechanistic-Empirical Pavement Design Guide (MEPDG version 1 xx),   The CTE is an input to which the MEPDG analysis is sensitive and the concrete models have been calibrated based on concrete CTE values that were determined using frames calibrated with a 304 SS CTE value of 17.3 microstrain/°C (the typical value found in literature).  Agencies that have tested their 304 SS calibration specimens have found CTE values ranging from 15.7 to 16.3 microstrain/°C.  Using concrete CTE values obtained with the actual CTE value for the calibration specimen in the current MEPDG software will result in inappropriate designs because the models were calibrated based on a higher CTE value.  Individuals using the current version of the MEPDG should use concrete CTE values that are based on a CTE value of 17.3 microstrain/°C for the calibration specimen.  An NCHRP 20-07 Task 288 research project has been approved for funding to recalibrate the MEPDG concrete models based on the revised CTE values in the most recent LTPP Standard Date Release 24.0, dated January 2010, in order to address this issue for future versions of the MEPDG.

The American Concrete Pavement Association (ACPA) thanks all those who attended and sponsored their 14th Annual TRB-Willard Reception.  In addition to hosting this popular and well-attended reception in mid-January, the ACPA has been very busy since the last ISCP e-Newsletter, releasing several publications and announcing some upcoming webinars, seminars, and meetings, including:

 

·         Webinars: ACPA's popular webinar series returns again with 18 online sessions featuring thorough discussions about the latest developments in concrete pavement technology, as well as other important technical topics. ·         Online Seminars: ACPA's updated Concrete Pavement Seminar Series returns again this spring. Formerly known as Concrete Pavement 101, this classroom-style training offers participants the opportunity to take one, two, or all three days of training. More details on this seminar are available in the ACPA bookstore.

 

·         Utility Cuts Publication: ACPA recently published an update to their existing publication IS235P, “Utility Cuts in Concrete Pavements.”  PDF and hardcopies of the publication are available online.

 

·         Free Technical Sheets (TS’s): ACPA recently released six new TS’s to accompany EB043P, “Recycling Concrete Pavements,” which was published in 2009.  They can be downloaded in the free downloads section of the ACPA website.

 

·         ACPA Mid-Year Meeting: ACPA announced that its Mid-Year Meeting is scheduled for Wednesday through Friday, June 16 through 18, 2010. The event includes governance meetings and working group sessions for people who are both passionate about the industry and working to bring positive changes in specs, standards, and best practices.  More details will be announced as they become available.

South Carolina DOT uses RCC to Reconstruct a Failed Asphalt Pavement

 

The existing asphalt pavement surface on U.S. Highway 78 in Aiken S.C. was reconstructed in August 2009 with Roller Compacted Concrete (RCC).  The South Carolina Department of Transportation (SCDOT) used RCC due to the rapid reconstruction process minimizing impact on traffic disruption, while providing a long-term durable pavement that has a reduced cost of construction. The reconstruction of the 4-lane, 1-mile long section consisted of milling out the distressed asphalt and replacing it with 10 inches of roller-compacted concrete (RCC). Due to the requirement to minimize traffic disruption and open the section to traffic within 24 hours, construction procedures were sequenced to ensure all milled areas were repaved during the same work shift with early entry transverse saw cuts made on 20 foot intervals within 1 to 3 hours of final compaction.  Since the speed limit on the roadway is 45 mph, SCDOT diamond ground the RCC surface to an average IRI of 67 in/mi.  The reconstruction project was successfully completed in 15 days.
