Welcome to the 8th Conference

Greetings from the President

It is my pleasure to welcome you all to the 8th International Conference on Concrete Pavements and to beautiful Colorado Springs. This promises to be one of the best conferences ever on concrete pavement technology. With over 450 attendees (from 26 countries and 38 US states) already registered in advance, this will also be one of the best-attended conference. We will have four days of in-depth discussions on many current issues related to concrete pavement analysis/design, concrete material/construction, testing/performance, and repair/rehabilitation. These discussions will take us many steps forward in our quest to produce safer, smoother and longer lasting concrete pavements that can be constructed and maintained with minimal impact on the traveling public.

At this conference we will also continue to pay homage to the many engineers, scientists and technologists, the pioneers, who came before us and contributed to the many innovations and best practices. More work is still needed to continue to optimize the practices for concrete pavements and it is a challenge to all of us to carry on the work of the pioneers. The future of concrete pavement technology is bright. Concrete pavements, with an excellent service record in both highway and airport applications, will continue to be an important pavement alternative.

Finally, as you participate in the technical discussions over the next few days, please take some time and interact with your fellow attendees and develop long lasting relationships. And most of all take some time to also enjoy the magnificent Colorado Springs attractions and do visit Pikes Peak.

Enjoy the 8th Conference. Please contact Mark, Dan or me or the Purdue University Conference staff if we can make your stay here more enjoyable.

Continuing Education Units at the Colorado Conference

Attendees of the 8th International Conference will be eligible for Continuing Education Units (CEU) through Purdue University.  Details concerning registration for CEU credits will be provided at the conference.

History of the International Conferences on Concrete Pavements

This year’s International Conference on Concrete Pavements will mark the 8th in this series of successful conferences held every four years and the second conference organized by the International Society for Concrete Pavements.  The first six conferences were organized by Purdue University, starting in 1977.  Purdue University is still quite involved in the conference planning as their Office for Continuing Education and Conferences handled many of the details in arranging this conference in Colorado Springs.  While the first six conferences where held either in Indianapolis or at Purdue University’s campus in West Lafayette, Indiana, the seventh conference was held in Orlando, Florida.  Subsequent conferences will be held at other locations.

Statistical Information on Conference Participants

Over the history of this series of conferences on concrete pavements, a wide representation of industry, government, academics, and nationalities has become heavily involved in the planning and participation.  This section of the newsletter would like to give participants a quick view of who will be participating in this year’s Conference.

8th International Conference on Concrete Pavement Awards

Four awards will be bestowed on papers and posters at this year’s international conference.  One new award is sponsored by the ACPA Concrete Pavement Education Foundation (CPEF) to honor the late Robert G. Packard and will be presented for the best paper on concrete pavement analysis and design. The second new award is named after professor B.F. McCullough and will be awarded for the best student poster presentation at the Conference’s Research In-Progress poster session.   In addition to the Packard and McCullough awards, the 8th International Conference on Concrete Pavements will also continue sponsoring two other awards for technical papers: the Eldon J. Yoder Award for Outstanding Paper of the Conference and the Bengt F. Friberg Award for Outstanding Paper by a Young Author.

A historical look at the award namesakes and winners from the previous conferences is summarized below.

Eldon (Eldy) J. Yoder

Professor Yoder served as a professor of civil and highway engineering at the Ohio State University and later at Purdue University.  Known as an outstanding teacher, excellent researcher, and outgoing engineering consultant, he served as an inspiration to those who knew him.  He was very active in professional societies and received TRB’s Roy W. Crum Award “in recognition of outstanding achievement in the field of transportation research” in 1983.

Professor Yoder was also very active in the development of continuing education programs in the highway field.  He was the organizer for a series of TRB-sponsored conferences on low-volume roads as well as the first two International Conferences on Concrete Pavements.  He was initiating plans for the third conference of this series at the time of his death in 1983.  In memory of his contributions to our field, the Third International Conference on Concrete Pavements was dedicated to him and an award set up in his name for the outstanding paper for each of these conferences has been awarded at every conference since.

Bengt F. Friberg

Bengt F. Friberg was born in Sweden and graduated from the Royal Institute of Technology in Stockholm with a degree in engineering.  He came to the United States in 1927 and began working as a structural engineer.

He joined American Concrete Institute (ACI) Committtee 325, Concrete Pavements, when it was formed in 1948 and was extensively involved in committee activities for nearly four decades.  Several sections of ACI 325.7R-88 "Recommedations for Designing Prestressed Concrete Pavements," were based on Friberg's research.  He is also responsible for the most widely used techniques for analyzing the behavior of groups of dowel in jointed concrete pavements.

Today, Bengt F. Friberg is internationally recognized for his contributions to the technology of highway and airport pavements, especially in the areas of dowels, subgrade friction, and prestressed slabs.  He holds more than a dozen U.S. patents for invented products for highway and building concrete construction.

In 1991, he was named an Honorary Member of the ACI “for significant contributions of theory and knowledge on the distribution of forces on dowels in concrete pavements and for the development of the technology used in building economical prestressed concrete pavements."

Mr. Friberg has passed away, but his many contributions to concrete pavement engineering are still with us today and continue to be relevant.  In memory of Bengt F. Friberg and his many contributions to the highway design and analysis professions, an award was set up in his name at the 7th International Conference on Concrete Pavements to recognize the outstanding paper by a younger author at each conference.  This award will be presented during the conference closing.

Robert (Bob) G. Packard

Bob Packard is most widely known for the concrete pavement thickness design procedures he developed while working at PCA.  A recipient of many awards and recognitions, Bob was awarded the Hartmann-Hirschman Award by ACPA in 1997, in recognition of his leadership in developing design procedures for concrete airfields, highways and local roads and for expanding the transportation community's knowledge of concrete pavement engineering.

Bob served on the program committee for the 3rd, 4th, 5th, and 6th International Conferences on Concrete Pavements (then organized by Purdue University) and published papers in the proceedings from the 1st to 5th International Conferences on Concrete Pavements. He was also actively involved in technical committees of the Transportation Research Board, the American Concrete Institute, the American Society of Civil Engineers, and the American Society of Testing and Materials.

Bob passed away on December 3, 2004.  To honor his contribution to our field, the ACPA Concrete Pavement Education Foundation and ISCP will bestow an award for the best paper on concrete pavement analysis and design starting with the 8th International Conference.

B. Frank McCullough

Dr. Frank McCullough is known nationally and internationally as the "Father of Continuously Reinforced Concrete Pavement" for his pioneering and continuing development work in Continuously Reinforced, Post Tensioned, and Precast Concrete pavements. His research and design in the area of pavement has led to numerous specifications, design methods, and construction procedures for concrete pavement used by the Texas Department of Transportation and countless transportation agencies around the United States and the world.

In 1957, Dr. McCullough was employed at the Texas Highway Department as a Design-Research Engineer. He was determined to become a transportation researcher and professor, and enrolled in evening classes at the University of Texas to pursue his goals. After completing his doctoral degree at the University of California at Berkeley in 1969, he joined the faculty at the University of Texas at Austin and is currently Professor Emeritus of Civil Engineering.

To honor Dr. McCullough’s contribution to the concrete pavement field, the International Society for Concrete Pavements will initiate the B.F. McCullough Award for the best student poster presentation from the 8th International Conference’s Research In-Progress poster session.
