Dr. L. R. Kadiyali

Dr. L.R. Kadiyali was born in India on May 3, 1933.  He earned a Ph.D. in Civil Engineering in India and has since accumulated more than forty years of experience in Highway Engineering, including approximately 30 years in the service of the India Ministry of Road Transport and Highways (eventually rising to the position of Chief Engineer), where he dealt with the planning, improvement and maintenance of the country’s National Highway system. 

After retiring from government service, he started his own consulting firm, which has been involved with many prestigious projects, such as the implementation of the National Highway Development Programme in India. His firm also updated the 1983 study on Road User Costs for the Asian Development Bank/Government of India in 1992, and the results of this research effort have been incorporated in the HDM-IV. 

Dr. Kadiyali has pioneered the cause for the introduction of cement concrete roads in India since 1985. As a result of his persistent efforts, several projects adopting concrete pavements were taken up in India during the last 15 years. He has been an adviser to the Cement Manufacturers’ Association, and has authored several publications dealing with various aspects of concrete pavements that have been widely adopted by India’s pavement engineering community.

L.R. has served as the Convenor of the Rigid Pavement Committee of the Indian Roads Congress for the past six years and, during that period, he has been responsible for bringing out several guidelines and codes of practice covering several aspects of design and construction of concrete roads.

In summary, Dr. Kadiyali has made a significant impact on Indian concrete pavement technology through his technical society activities, numerous publications, and as a leading spokesman for use of concrete pavements in India on the basis of concrete pavement’s long-term performance and cost-effectiveness.  ISCP is proud to welcome Dr. L.R.
