Veteran Industry Leader Gerald F. Voigt Named 2025 Hartmann-Hirschman-Egan Award Winner

The American Concrete Pavement Association (ACPA) proudly announced that Gerald F. Voigt, P.E., President of Square One Pavement Consulting, LLC, is the recipient of the 2025 Hartmann-Hirschman-Egan Award. Since its inception in 1968, this esteemed award has been reserved for individuals and organizations demonstrating unparalleled, long-term commitment, distinguished leadership, and exceptional service to the concrete pavement community. Voigt’s impactful and decades-long career is cited as the perfect embodiment of these criteria, highlighting a deep and enduring dedication to advancing the field through both technical excellence and strategic advocacy.

Voigt’s extensive background includes an impressive 33 years of service to the ACPA, during which he spent the final 16 years as its President and CEO. Now leading Square One Pavement Consulting, LLC, he remains a licensed professional engineer in Illinois and a globally recognized authority on concrete pavements. His expertise spans a comprehensive range of topics, including design, construction, specifications, performance, asset management, and quality assurance/control. Voigt’s contributions to industry knowledge are vast; he has authored over 35 technical publications and delivered more than 400 presentations worldwide. Notably, his influence extends to the legislative sphere, having provided testimony before the U.S. House of Representatives on matters of sustainable transportation. He is a steadfast advocate for elevating concrete pavement quality through improved specifications and design, and he has lent his expertise to the development of online training courses for the Federal Highway Administration (FHWA).

The ACPA will officially honor Voigt and all the other 2025 Distinguished Service Award winners at its forthcoming Annual Meeting. The celebratory event is scheduled to take place from December 2 to 4 in Carlsbad, offering industry professionals and peers a key opportunity to acknowledge his profound and lasting influence. His selection for the Hartmann-Hirschman-Egan Award solidifies his status as a key figure whose efforts have significantly shaped the standards and future direction of the concrete pavement sector.
