Mr. Grove is with ATI Inc. and currently works as a Senior Project Engineer, in the Office of Infrastructure, for the Federal Highway Administration (FHWA). For the past six years, he has worked with the FHWA Mobile Concrete Laboratory to assist states with concrete testing, demonstrating new technologies and assisting in its implementation, and conducting workshop related to quality control for concrete paving.

Prior to this, he spent five years with the National Concrete Pavement Technology Center at Iowa State University, before retiring in 2008, where he was involved in concrete research and technology deployment. His experience also includes 16 years with the Iowa Department of Transportation where he served as the Concrete Engineer and as the Concrete Paving Field Engineer. He also spent eight years as the Assistant County Engineer with Story County, Iowa.

Jim is a past chairman of the Transportation Research Board Committee on Portland Cement Concrete Pavement Construction (AFH50), a current member of the Concrete Materials and Placement Techniques Committee (AFN40), and a current member of the Task Force on Nanotechnology-Based Concrete Materials (AFN15T), where he serves as Secretary.

In the past five years, Mr. Grove has prepared and presented papers at six international conferences, two outside the United States, on the subjects of concrete pavement repair, nanotechnology relating to concrete pavements, sustainable practices, 2-lift concrete pavement construction, and a new approach to concrete mixture design. He has conducted thirteen workshops on quality assurance for concrete pavements. He regularly gives presentations at concrete pavement conferences and workshop around the US.

Mr. Grove holds a Master of Science Degree in Transportation Engineering and a Bachelor of Science Degree in Civil Engineering, both from Iowa State University.
