J. Voigt—Longest-Running Pres. & CEO in ACPA History—Transitions to New Roles, New Leadership Sought


The American Concrete Pavement Association (ACPA) announced that President and CEO Gerald F. Voigt has decided to transition toward retirement, although remain with ACPA, prompting ACPA leadership to begin a search for a new Chief Executive Officer (CEO). Voigt has been with ACPA since 1988 (33 years)
& has served more than half his tenure with
the association as President & CEO.
Voigt is the longest-serving engineer
in ACPA’s almost 58 year history!

As the senior member of ACPA staff, Jerry Voigt is responsible for broad oversight and management of the association. For 33 years, and President and CEO since 2005, he has been responsible for programs and initiatives that directly impact and benefit ACPA members, affiliates, and technology partners, including the International Grooving and Grinding Association (IGGA) and National Concrete Pavement Technology Center (CP Tech Center).

His services also include:
CP Tech Center’s Executive Board of Directors: Chartering and growing, with ACPA colleagues, the widely known and well-respected national research center. • Registered professional engineer (PE) in the state of Illinois
• Former Director of Technical Services-ACPA (1988-1999) – Senior technical advisor for concrete pavements across all market areas and applications
• Former Senior Vice President-ACPA (2000-2005)
• Ex-officio member on the ACPA Board of Directors – Working with the Board developing and administering business objectives, strategies, and programs across all functional areas
• Former President of Innovative Pavement Research Foundation (IPRF)

The search for a new Chief Executive is being led by David Howard, Chairman-ACPA 2021 and Past President-Koss Construction Company, along with other members of the transition team (alphabetically):

Greg McCormick, Northern Improvement Company
Ernie Peterson, Ash Grove Cement Company
Dan Rozycki, The Transtec Group

Howard explained the transition team will lead the process of searching for, interviewing, and onboarding the best candidate to continue ACPA‘s vision for the future. He emphasized that they will be seeking input from the association’s members and chapters, and members may be asked to participate in the process of the selection of the 5th CEO in ACPA‘s history.

When a replacement is named, Voigt will
transition to a non-executive role. He will
continue to work to support a smooth transition;
reduce his time & the rigors of the office;
will continue to support ACPA;
& will spend more time at home with
his wife Sandy & family members.

During Voigt’s tenure at ACPA, he is credited with:
• Developing, along with ACPA‘s Bill Davenport and Peter Deem, the Historical Publication “A Concrete Legacy-The Past, Present, and Future of the American Concrete Pavement Association” (click on above image to view PDF)
2 industry cooperative agreements for the purpose of implementation of applied research and technology for highways and airports:
Federal Highway Administration (FHWA)
Federal Aviation Association (FAA)
• Chartering and growing, with ACPA colleagues, the CP Tech Center
• Fostering a mutually-beneficial working relationship with the cement industry
• Growing contractor membership to historically high numbers
—Currently 392 Members, 214 Contractors, and 20 Chapters
• Advancing the share of market for concrete pavements
• Building a stronger national/chapter team

Howard said, “We congratulate and commend Jerry for his long and distinguished service to ACPA and the concrete pavement industry—as stated above, he is the longest-serving engineer in ACPA‘s 58-year history! This is not a farewell, as Jerry has generously agreed to stay on with ACPA in an important role where he will focus his time, expertise and attention to assist staff, including the new CEO, with the association’s robust and ambitious work plan and long-term programs.”

Howard said, “We are optimistic and confident the approach of the “transition team” will help us attain our goals in legislative advocacy; technical service and research facilitation; as well as concrete pavement marketing and promotion. We are also continuing to build on our programs to inform and educate the transportation-construction industry about the benefits of competition; advance effective marketing and promotion program; continue our successful education & training program; implement our new committee and market forum structure; and much more.”

“All will take time, effort, and expertise, so the prospect of growth that comes through change is exciting and holds great promise for the future. At the same time, our new CEO and our skilled and capable association staff will be augmented by Jerry’s commitment to support the transition and to stay involved in a non-executive capacity to support our plans and programs,” he added.
