FAA Names Manager of Airport Design & Construction Branch

Alberto Cruz, P.E., C.M., was appointed as the new Manager-Airport Engineering, Design and Construction Branch (AAS110) at Federal Aviation Administration (FAA). He began his new role the week of April 25, according to Michael A.P. Meyers, P.E., Manager of the Airport Engineering Division-FAA Office of Airport Safety and Standards. The Airport Design & Construction Branch is responsible for engineering standards for design, equipment, construction, and maintenance of civil airports. This includes airside and landside airport development such as airfield geometry, pavement, visual aids, and navigational aids; safety during construction; surveying and GIS data; and more.

Cruz is a registered professional civil engineer in California and a certified member of the American Association of Airport Executives. Mr. Cruz’s expertise is airports. He has developed & designed PS&Es, supervised both engineering staff and design and construction management consultants, which he contracted under the FAA procurement process. This specific knowledge and experience are in infrastructure and facility improvements, project management, and construction administration, including cost estimating and specification writing – while complying with the FAA guided advisory circulars to maintain sponsor obligations and grant assurances.

Meyers said, “He has worked in different business capacities with extensive knowledge in Consultant Business Development; Office, Staff, and Airport Client Management; and stakeholder engagement. Alberto has had an extensive career spanning over 25 years in aviation, successfully completing airport engineering projects. Experience includes leadership positions at both private and public companies:
• 1996-2006: Project Manager-San Francisco International Airport: Managed and Designed contracts at San Francisco International Airport
• 2006-2009: Airport Consultant Engineer-Mead & Hunt, helped airports with planning, design and construction projects
—2009-2012: Burbank Bob Hope Airport (BUR): Engineer of Record for all in-house AIP and CIP projects. Project Manager for various airport projects on the Air Operations Area (AOA) and Airport Landside Areas; Supervised design and construction management consultants and in-house staff; performed and checked engineering designs and reports; helped develop yearly ACIP budgets.
• 2012-2014: Senior Aviation Engineer/PM/DM-USR Corporation-AECOM Company
• 2014-2016: Account Manager, North American Airports Program-CTS Cement Manufacturing Corporation—the largest manufacturer of specialty fast-setting cement and shrinkage-compensating cement in the U.S.; advanced cement technology; innovative products for the construction industry through continual research and development.
• 2016-2019: Regional Lead Engineer-FAA’s Western Pacific Region (AWP), and as the subject matter expert for airport design, pavement, and construction standards.
• 2019-2021: Assistant ADO Manager-San Francisco International Airport (SFO): Responsible for overseeing and supervising technical operations within the ADO—119 Federally funded airports throughout N. California: 13 Part 139 certified airports. Supervised the work of a highly technically diverse workforce composed of civil engineers, environmental specialists, financial specialists, and community planners. Responsible for oversight and supervision of ADO staff administering the Airport Improvement Program (AIP), and the Passenger Facility Charge (PFC) programs. Both programs involve airport planning and implementation of the National Environmental Policy Act. Supervisory responsibilities included oversight of ADO technical operations; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of staff; coaching and developing staff; participation in employee selections and promotions; awards; and separations and taking corrective/disciplinary actions as appropriate.
• 2021-present: Manager-Airport Engineering, Design and Construction Branch (AAS110)-Federal Aviation Administration (FAA)

Meyers also thanked Carlton Lambiasi for serving as acting manager for the past four months. He also thanked D’Lorah Small, Steven Debban, and Rodney Joel for serving in the acting manager role previously.
