Buried Treasure: Phoenix Highways to Save $4 Billion with Innovative Concrete Recovery

More than a decade after gaining its initial momentum, an innovative pavement rehabilitation process known as “Buried Treasure” is delivering massive economic and environmental wins across the country. The technique focuses on recovering structurally sound concrete pavements that were previously covered with asphalt overlays to address temporary issues like excessive noise or poor ride quality. Today, this strategy is helping states reduce costs, improve road longevity, and lower environmental impacts by reclaiming the durable infrastructure already sitting right beneath the surface.

The approach is particularly valuable in states like Arizona, where intense sunlight rapidly oxidizes and deteriorates asphalt, leaving the underlying concrete as a literal treasure trove of usable pavement. The process works by milling off the old asphalt overlay to expose the concrete, which is then rejuvenated using precise preservation treatments like diamond grinding, slab stabilization, and dowel bar retrofits. A pilot project initiated by the Arizona Department of Transportation (DOT) in 2020 on Loop 202 in Chandler proved the method’s efficiency, successfully delivering a smoother, quieter, and high-friction riding surface through minimal repairs.

Now, Phoenix is scaling this strategy to an unprecedented level. Publicly available bid data software reveals that more than one million square yards of Buried Treasure projects are scheduled in Phoenix for the 2026 construction season alone. The full scope of the highway work is expected to encompass 8 to 10 million square yards, ultimately saving the state more than $4 billion in life-cycle resurfacing costs. By embracing the Buried Treasure strategy, municipalities and civil engineers are proving that maximizing existing infrastructure is one of the smartest ways to optimize public budgets.
