The South Africa Road Federation (SARF): Capacity Development, Training Continues with Virtual Meetings August: 6; 11-13; 18-20; & 26-27

Professional development nonprofit organization The South Africa Road Federation (SARF) is delivering accredited courses using Microsoft Teams during August—1-day, 2-day, and 3-day— with planning for courses later in the year also under way, said Basil Jonsson, Operations Director-SARF. SARF is an organization dedicated to the promotion of the road industry in South Africa by dissemination of information, the promotion of sound policies, and by education and training. SARF’s training programs are accredited by the Engineering Council of South Africa and are presented by industry experts “who are passionate about sharing the latest developments in their specialised fields”. SARF trains more than 1,500 people a year.

South Africa’s road network needs to continue to be properly managed, preserved, upgraded, expanded, funded, and through ongoing capacity development and training of engineers, technologists and technicians who work in the road sector is essential.

“Ongoing training is vital to ensure our roads support the economy. To halt our training program would have had serious consequences because practices are being developed and new technologies are being introduced at all times. South Africa cannot afford to lag behind what is happening internationally. At the beginning of [2020], we had over 50 training courses planned and venues booked across South Africa and Namibia; however, things changed very quickly and it became apparent that Covid-19 was here to stay for some time,” Jonsson said.

He added, “Our training program covers different aspects of road design and construction.
These include:

• Road pavement design
• Construction and maintenance
• Environmental management, design and application of
—hot mix asphalt
—urban storm water drainage
—road safety audits and bridge
—culvert inspection”

Virtual Community Engagement Course—
Managing Labour-intensive Construction Projects”

Many companies have developed sophisticated project management systems and processes to conceptualize, plan and implement construction projects. The same companies have become adept in managing project risks. However, these companies have ignored to either include community engagement as part of the project planning process or to regard community risk as part of project risk. It is of critical importance for project managers to recognize local communities as key and direct stakeholders of a project. In an environment of social activism, the exclusion or inclusion of communities as stakeholders can be a key determining factor as to whether such projects fail or succeed.

COURSE OVERVIEW—This course will cover all the practical aspects of community engagement during the planning, implementation and evaluation of construction projects.

Virtual Traffic Impact Studies (TIS)—A Complete Step by Step Training Course”

COURSE DESCRIPTION: 
Currently, there are various manuals and guidelines that are available to carry out a TIS. However, the application of these manuals and guidelines can be a complex task due to various assumptions that are required in the preparation of a TIS. Therefore, it can be difficult to know how to conduct a TIS, and on what assumptions to rely on in the preparation of a TIS. In addition, often there are competing requirements that make the preparation of TIS’s complex—Specific attention to meeting requirements of the client, various authorities, and the general public. This course is therefore intended to provide the delegate with comprehensive training relating to land use development, whilst considering various competing requirements:
• (including aspects of SPLUMA—”The Spatial Planning and Land Use Management Act 16 of 2013”)
• Traffic engineering technical requirements
• Application thereof for preparing TIS’s
Moreover, detailed training will be provided relating to land use management and town planning aspects necessary for carrying out a TIS. This is a unique course whereby both the theoretical aspects and practical application of both traffic engineering and land use planning will be presented in relation to TIS’s. Worked examples will be presented to demonstrate the various technical aspects as well as requiring delegates to carry out exercises for the various aspects required when preparing TIS’s. 

COURSE OBJECTIVES: This course is designed to discuss the steps involved in the preparation and/or review of a TIS report and include specific training on how to be proficient in the various technical requirements for the preparation of a TIS:
• What is a TIS
• When is it needed
• Who should conduct it
• How to conduct it – the necessary theoretical and practical application covering various technical aspects including land use planning
• How to structure the report and how to review the report
• Provide guidelines that can be utilized as a model to prepare and/or review these traffic impact studies

WHO SHOULD ATTEND THIS COURSE: Junior planners and engineers in both public and private sectors responsible for the preparation and/or review of Traffic Impact Studies (TIS’s) for developments. Virtual Non-Motorized Transport (NMT) Practitioner’s Course

COURSE DESCRIPTION: The role of Non-motorized Transport (NMT), as a transport mode, is gaining more recognition among government officials, traffic engineers; transport and land use planners as part on an integrated transport system, and also in the planning of the road networks and corridors, cities and redevelopment of urban areas.  The role that NMT can play is also generally accepted among road authorities in:
• Sustainable Transport
• Greening of Transport
• Job Creation
• Poverty Relief
• Transit Orientated Development
• First Mile/Last Mile
• other design practices

In many communities, walking and cycling serve as a major transport mode linking destinations, but very often the facilities that are needed by these road users are non-existent or poorly provided for. The National Household Survey, 2013, confirmed that walking and cycling are still major transport modes in South Africa. NMT has an important role to play in both urban and rural areas as a feeder system to public transport systems—rail, BRT, bus and minibus taxi, and serves as catalyst to bridge the gap in the integration of transport and land use planning. NMT users face many challenges in the road environment due to inadequate infrastructure and other contributing factors. Several government policies, strategies and design practices are in place to provide for NMT in the road environment, as well as using NMT to reduce the carbon footprint. The Department of Environmental Affair’s Green Cities, Promoting the NMT Agenda is also aimed at reducing the carbon footprint.

At a practice level, however, various challenges are experienced by road authorities and consultants to actually successfully implement these NMT policies and strategies into the road system. This course is focusing on the challenges that road practitioners have to deal with, as well as workable solutions, in order to implement NMT practices at the provincial, local authority and public entity levels. Discussions will cover major challenges facing road practitioners, being adequately equipped to address the challenges with regard to non-motorized road users at the implementation level, especially from an operational practice perspective.

Virtual Understanding and Managing Road Safety Audits

Why Road Safety Audits?
The toll from road crashes remains an important health and economic issue in South Africa. More than 14,000 people died in road crashes in 2016, with the long-term trend still showing no significant signs of improvement. An emphasis on preventative measures to reduce road safety risks on roads are required. Well-documented experience in Europe, Australia and elsewhere shows that Road Safety Audits are both effective and cost beneficial as a proactive safety improvement tool. This is reflected in the growing number of countries, both developed and developing, that have introduced Road Safety Audits.

The South African National Roads Agency Limited (SANRAL)’s policy is to conduct road safety audits on all road improvement or new road projects. This is in line with the South African Road Safety Strategy 2016 which states that road safety audits should be made compulsory by all road authorities.

• Professionals involved with road designs and maintenance
• Public sector officials responsible for the management, maintenance or provision of roads
• Law enforcers who need to gain an understanding of the purpose and scope of road safety audits and appraisals
