Meet the New Member of the CP Tech Center Executive Board of Directors

The National Concrete Pavement Technology Center (CP Tech Center) welcomed Matt Horsfield as its newest member on the Executive Board of Directors. Matt worked summers during high school and college for his family’s concrete paving, earthwork, and underground piping business, Horsfield Construction, Inc. (HCI). Following California’s 1994 Northridge earthquake, while pursuing a BS in civil engineering from the University of Notre Dame, Horsfield served as research assistant on a project investigating how seismic impacts can trigger the failure of parking structures.

Horsfield joined HCI full-time in 1997 as estimator and project manager. Working his way through the ranks to become Chief Operating Officer, Horsfield ultimately took over HCI as President and CEO in 2008. The company has since invested in a comprehensive equipment update including new pavers, stringless technology, and a state-of-the-art materials lab. Under Horsfield’s leadership, HCI has grown 600% through expansion of its construction services and advance into ready mix concrete and aggregate materials. Matt is also Chairman-Iowa Concrete Paving Association (ICPA).

Because Horsfield shares the CP Tech Center‘s passion for quality concrete paving, his involvement on the Executive Board of Directors is valued.

ASCP Appoints New Executive Director

The Australian Society for Concrete Pavements (ASCP) has appointed Craig Heidrich, HBM Group, as Executive Director of ASCP as part of a planned transition from ASCP‘s loyal friend and colleague, Kevin Abrams who was to retire in December, but sadly passed away in October. Throughout the challenges presented, Craig and his team have done an admirable job at adapting quickly into the role and readying the ASCP for 2022. He will will conduct the Annual General Meeting for ASCP along with Justin Moss, President-ASCP on March 1, 2022 at the first ASCP Forum and General Meeting at the West Ryde Leagues Club, NSW, Australia.

ACPA hosted its Annual Reception during TRB

This annual reception at the Willard Hotel continues to be a highly anticipated gathering! on the evening of January 10 at the 101st Transportation Research Board Meeting (TRB) at the historic Willard Hotel in Washington, D.C.


Ed Griffith, New ChairmanACPA and Vice President, Sales and Marketing-St. Mary’s Cement:
Ed stated, “I’m honored to be serving as Chairman of the Board for ACPA in 2022. In December, our membership closed out 2021 with a great Annual Meeting in Huntington Beach, CA, and we’ve carried that momentum into January. What an exciting time to serve as Chairman of this historic association! In addition to providing our ongoing technical and marketing services, our priorities for 2022 include working on a long-term strategic plan, enhancing our support for our Chapter, and most importantly, strengthening ACPA by both growing our membership base and identifying additional non-dues related revenue to bring additional financial stabilization and resources to the association. 2022 appears to be the start of a new era in concrete pavement. IIJA ensures that there will be no shortage of funding for concrete pavement projects in the years to come. ”
Ed visited with many key stakeholders, reinforcing the vital role of concrete pavement in our infrastructure network:
Attended the National Academy of Sciences’ Transportation Research Board Annual Meeting in Washington, D.C. and visited many stakeholders along-some along with Laura O’Neill Kaumo, President & CEO-ACPA. “It was great to see so many familiar faces. Hopefully, we’ll have more opportunities in 2022 to gather in person to network, collaborate, and continue to share ideas on how best to move the industry forward.”

’s supply chain expert—A virtual meeting for update on current U.S. supply chain challenges and the prognosis for the rest of 2022 into 2023. Ed stated, “The good news is we’ve likely seen the worst of our supply chain challenges; the bad news is we should expect moderate interruptions for the next several quarters. Laura and I committed to working with the Chamber to help them better understand the challenges (Covid-19, ongoing labor shortages, and policies that strain relationships with key trading partners likely to contribute to a prolonged period of disruption facing our industry).”
World of Concrete (WOC) in Las Vegas
—Despite COVID-19, this is the second WOC in the last six months, the event was well attended. Ed stated, “It’s always energizing to walk the show floor and see the new innovations paving the way for the next generation of concrete.”

FHWA Memorandum Provides Policy Framework for the IIJA

The Federal Highway Administration (FHWA) published a memorandum entitled “Policy on Using Bipartisan Infrastructure Law Resources to Build a Better America”, which articulates a policy framework for the implementation of the Infrastructure Investment and Jobs Act (IIJA). The informal guidance lays out a set of goals it hopes the projects and grants will further. The memorandum also notes that FHWA is actively soliciting input on these matters through a recently-opened Federal Register Docket. The memorandum is broken into sub-topics:
“Encouraging and Prioritizing Proiects That Build a Better America”
“Prioritizing Investment in All Federal-Aid and Federal Lands Eligible Transportation Assets”
“National Environmental Policy Act (NEPA) Environmental Review Regulations”
“General Purpose Capacity Expansion Projects”
“Additional Planned Actions”
“Conclusions”

The concrete pavement industry is well-positioned to employ our product to further the goals outlined by this memorandum, taking advantage of the forthcoming opportunities. The landscape is particularly ripe around resilience, environmental/sustainability considerations, and an emphasis on directing “Federal funds to their most efficient and effective use…”. Our industry has a great story to tell in each of these areas. Another highlight in the policy framework is the focus on reconstruction and replacement as priorities, which represents significant opportunities for the concrete pavement industry. The memorandum states, this guidance is intended to serve as an overarching framework to prioritize the use of BIL resources on projects that will Build a Better America. The intent of the guidance also is to:
• ensure that the funding and eligibilities provided by the BIL will be interpreted and implemented
• encourage States and other funding recipients to invest in projects that upgrade the condition of streets, highways and bridges (to the extent allowable under statute)
• make streets, highways and bridges safe for all users
• modernize streets, highways and bridges (at the same time) so that the transportation network is accessible for all users
• provide people with better choices across all modes
• accommodate new and emerging technologies
• be more sustainable and resilient to a changing climate
• be more equitable

Two ASCE Directors Officially Named Nominees for 2023 President-Elect ASCE!

ASCE Members will elect the Society’s new 2023 President-Elect and 2024 President by choosing between these two dedicated members who have recently served as Directors on ASCE’s board during the online election May 1, 2022-June 1, 2022: Marsia Geldert-Murphey, P.E., F.ASCE, and Peter M. Moore, P.E., ENV SP, LEED AP, F.ASCE, are the official nominees as approved by the Board of Direction Nominating Committee. The ASCE ELECTION opens May 1 and online ballots accepted through June 1


Marsia Geldert-Murphey, Regional Director-States of Missouri & Illinois-Lochmueller Group
Geldert-Murphey specializes in transportation and geotechnical engineering at the Midwestern consulting firm and has has three decades of experience in civil engineering and construction. An ASCE member since 1990, Geldert-Murphey is the current chair of the Public Policy and Practice Committee. She served on the ASCE Board of Direction as Region 7 Director from 2016-2019. Her extensive ASCE activities includes service on several Society-level committees such as program and finance, leader training, and diversity and women, as well as serving as a mentor. She also led the St. Louis Section as president in 2006.

Through the statewide consulting firm, Moore has 25 years of engineering experience, working both domestically and internationally and he:
—served as Region 5 Director on the ASCE Board of Direction (2017-2020);
—served on many Society-level committees over his career—program, finance, education, and Young ASCE;
—is a member of the ASCE Utility Engineering and Surveying Institute’s Board of Governors;
—served in all officer positions in his local Florida ASCE Chapter for Broward Branch and Florida Section

I’ve learned a great deal in my career, through successful ideas and, even more … through my failures … and I’d like to be able to share these lessons with the larger ASCE. I’ve been a leader in many nonprofit organizations and have served as a CEO in my engineering firm for 14 years. Michael Demouy, New Executive Director-Louisiana Chapter-ACPA (CAAL)


ACPA announced that Michael Demouy is the new Executive Director, the Concrete & Aggregates Association of Louisiana (CAAL). Demouy joins CAAL with ten years of experience in the industry as the former Operations Manager-Louisiana Associated General Contractors and he serves as an industry representative on the DOTD Workzone Task Force. He was President-Baton Rouge Community College Construction Industry Advisory Council, as well as the President-Elect of the Construction Industry Advisory Council-Louisiana State University. Michael joins CAAL, ACPA, and the Chapter State Committee!

Jan 11—TRI Services Meeting at TRB

ACPA Representatives met with the military Tri-Services twice during the TRB Conference. The Army, Navy, Air Force, and FAA provided a general update on specification changes and the timing of planned updates to their concrete pavement construction specifications.

Gary Mitchell, P.E., Chief Engineer-ACPA, Randy Scott, ACPA, ACPA members, and Jerry Voigt, Past President-ACPA (attended virtually), and attended the Tri-Services Concrete Pavement Industry Meeting to discuss ACPA’s redline of Tri-Services concrete construction specification. Early indications suggest Tri-Services will include many of ACPA’s recommendations and will provide ACPA with a review copy of a planned specification update this spring. Mitchell stated, “ACPA’s meeting with Tri-Services continued our very productive working relationship. Over the past five years, the Industry and Tri-Services have committed to work together to resolve some of the ambiguity in the specifications, which we hope will reduce the number of misinterpretations and disagreements during construction.” Once Tri-Services completes its current update, ACPA will have the opportunity to provide additional recommendations.

Associated General Contractors of America (AGC) is also keenly interested in ACPA’s work on the specification and is part of an ACPA-AGC task force working on the effort.

Mitchell gave an update on the CP Tech Center and FAA Cooperative agreement
Randy Scott, ACPA and Jay Warren, ACPA and RC Construction provided a presentation on their recent runway reconstruction project at Pope Army Airfield-North Carolina. The presentation highlighted RC Construction’s process for blending  aggregates prior to concrete pavement construction.
