Winter was the peak season for concrete paving conferences and workshops. “Wisconsin Concrete Pavement Association’s Annual Concrete Pavement Conference”, Peter Taylor, Director-CP Tech Center and Concrete ConsultingPCT, shared with 500 attendees performance-engineered mixture (PEM) success stories—e.g., a New York project reduced cement content by 30%. Taylor also shared CP Tech Center aids to PEM implementation: the tech brief “PEM for Contractors” and recent guide Quality Control for Concrete Paving.


At the 42nd Annual Missouri/Kansas Concrete Pavement Conference, Steve Tritsch overviewed key updates from the CP Tech Center‘s recently published Guide to Concrete Overlays, 4th Edition, regarding

Nearly every CP Tech Center presentation mentions sustainability concerns, but the month of March saw the topic of sustainability move front and center
, even at the NC2 Conference.


Dan King, CP Tech Center Research Engineer and Jerod Gross, P.E.,Technology Transfer Engineer-Snyder & Associates, recently finished CP Tech winter Iowa Concrete Lunch & Learn series on “Sustainability and Carbon Reduction in Iowa’s Concrete Pavements.” Dan King presented two additional topics featuring positive sustainability impact:

”Performance-Engineered Mixtures (PEM) for Concrete Pavements”
to 700 attendees at the North Dakota Transportation Conference on March in Bismarck, ND
“Concrete Overlays and Concrete Pavement Preservation” to 100 attendees of the North Dakota Concrete Council in Mandan. 
Peter Taylor shared how concrete paving can serve sustainability during an invited presentation to 50 future civil engineers doing undergraduate study at Iowa State University.

and Gary Mitchell,  P.E., VP-Chief of Engineering and Construction, ACPA, co-presented in Denver to a breakout audience of 50 at the Colorado/Wyoming ACPA chapter’s Annual Concrete Pavement Workshop about concrete overlays and about research under the Airport Concrete Pavement Technology Program that has recently begun via funding from the Federal Aviation Administration (FAA).

CP Tech Center “Concrete Pavement Technology Tuesday” webinar joined by 330 participants, Taylor and with Angela Folkestad, Executive Director of the Colorado/Wyoming ACPA chapter, co-presented on sustainability again in the presentation Moving to Greener Pavements: The Vision

Concrete pavement sustainability remained in focus as Taylor presented to the 300 attendees of the Oklahoma Concrete Pavement Conference in Oklahoma City
And, in his Minnesota Concrete Council webinar, sustainability remained the topic in his presentation given for ∼300 participants on “The Role of Materials in Sustainable Concrete Construction”.

Gordon Smith, Associate Director-CP Tech Center shared an update In Detroit about sustainability and other CP Tech Center focus areas with 20 members of the American Concrete Pavement Association (ACPA) Board of Directors.

Finally—on a non-sustainability topic—Peter Taylor presented about the “Workability of Mixtures for Slipform Concrete Pavements” to 200 participants at the American Concrete Institute (ACI) Concrete Convention on in Orlando.

ACPA hosted a technical course on Concrete Overlays for Pavement Preservation at the National Association of County Engineers’ Annual Conference. ACPA‘s pavement experts on hand to talk about the sustainability, resiliency, and cost effectiveness of concrete pavement and its suitability for county-level projects.

Louisiana Chapter Announces New Executive Director


The Concrete & Aggregate Association of Louisiana (CAAL), an ACPA-Affiliated Chapter, has announced Michael Demouy as their new Executive Director! Demouy joins CAAL with ten years of experience in the industry as the former Operations Manager with Louisiana Associated General Contractors. He serves as an industry representative on the DOTD Work zone Task Force, President of the Baton Rouge Community College Construction Industry Advisory Council, and President-Elect of the Construction Industry Advisory Council for Louisiana State University. Please join them in welcoming Michael to CAAL, ACPA, and the Chapter State Committee!

Making a difference behind the scene for 25 years

A key feature of successful organizations is its administrative staff who provide the oil that keeps the organization running smoothly.

In April, CP Tech celebrated Denise Wagner for her 25 years of secretarial support! All at CP Tech are grateful for her dedication to arranging the logistics for conferences and to making sure their staff and clients show up in the right place at the right time in spite of frequently changing airline and travel schedules. Denise additionally answers numerous “Where can I find. . .?” questions for staff and agency/industry/academic partners, making sure their events and resources are accessible!

Meet the CP Tech Board Members

Michelle Wilson


Those who have worked a long time in the concrete paving industry are familiar with the book, Design and Control of Concrete Mixtures. It is the cement and concrete industry’s primary reference on concrete knowledge. Michelle Wilson, Senior Director of Concrete Industry Outreach and Support-PCA is its primary author. Published in 2021, the fully revised 17th edition describes the latest advances in concrete technology, the increasing contribution of concrete to sustainability, and more. Backed by over 100 years of research by the Portland Cement Association (PCA), the book’s 17th edition reflects the latest guidance on standards, specifications, and test methods.

Wilson has recently joined the Executive Board of DirectorsCP Tech Center as a PCA representative. With over 25 years of experience in concrete materials, specifications, performance, troubleshooting, and repair, Wilson is responsible for PCA’s technical outreach and also provides support for PCA’s industry-wide initiatives, including climate, sustainability, and concrete technology. Her knowledge and experience are the art and science of concrete paving, as well as the concrete industry and contractor concerns. She is a valuable addition to the CP Tech Board!

David Howard


David Howard, Past President-Koss Construction Company, has served the concrete paving industry for many years—specifically ACPA. Most recently, he served in a series of roles on the ACPA Board of Directors including 3rd Vice Chair, 2nd Vice Chair, 57th ACPA Chairman, and now immediate Past Chair.

As demonstrated by his CP Tech Center webinar presentation on “Achieving Concrete Pavement Smoothness”, Howard maintains consistent focus on the big picture, possesses extensive technical knowledge of concrete paving, and brings to the table decades of experience at leading a major contractor in its work with agencies serving the traveling public. For this reason, the CP Tech Center gladly welcomes Howard back to their Executive Board of Directors to serve again as an ACPA representative.

Senior Vice President, Engineering and Government AffairsACPA
ACPA will be conducting a national search for Senior Vice President, Engineering and Government Affairs. An executive-level position, the candidate will be reporting directly to the CEO on technical, policy, and federal/state agency-issues related to highway funding and concrete pavement matters. The incumbent will serve as a member of the senior team and act as Association spokesperson on most technical issues. The incumbent is expected to develop and maintain relationships with key federal agencies, particularly FHWA (working to shape federal policy on behalf of the concrete paving industry), while also acting as liaison with technical working groups and the Association’s State/Chapter (CSEs) Executive Directors on state matters.

• Minimum of 15 years relevant experience is required for this position
• Professional engineer (PE) licensure is preferred
• Strong technical expertise on highway construction and/or concrete paving is a must
• Working knowledge of the legislative and regulatory process
• Capable of making persuasive arguments
• Capable of advising and mobilizing on advocacy opportunities for the industry
• Good sense of humor
• Team player mentality
• Collaborative spirit is essential for this position
• Ability to build consensus among groups
• Ability to effortlessly communicate (both written and verbal) with staff, CSEs, industry stakeholders, and the public
• Travel comprises approximately 20% of this position duties
